Wooten Readymix Concrete & Asphalt Plants Permit No. NCG140317 and NCG160155 County Dear Mr. Washburn: On May 29, 2008 Mr. Myrl Nisely of the Raleigh Regional Office of Division of Water Quality made an inspection of the adjoining concrete and asphalt facilities for stormwater permit compliance. The help you provided was greatly appreciated. Both were in compliance. The inspection checklists are attached. A few observations are offered: With reference to the last inspection carried out by Ron Boone on July 23, 2007, the corrective actions he requested had been made. A) A sediment retention basin with an overflow standpipe had been erected around the exit pipe at the lowest point near the entrance road. This measure was effectively holding back the considerable volume of dirt, sand and asphalt manufacturing particles that erode from the piles and travel down the hillside. Maintenance has been done as needed to keep the device in good operation. It is recommended that a record be kept in the SP3 manual documenting when cleanout events are made for any of the basins and sediment devices. The outlet end of the overflow pipe showed no accumulation of sediment. Be reminded that water leaving must meet the permit limits, and B) the lay down area for old equipment had been cleared of items that could potentially pollute stormwater. The few remaining steel parts were on pallets. 2. Along the low end of the plant property are two additional sediment basins. Both have three baffles, and contain collected sediment. These are maintained periodically by removing sediment as needed. It is the inspector's opinion that removal should be done pretty soon, especially before large rains from hurricanes occur. 3. Two earthen pits near the loading area are used for drum washouts on an alternating basis. Drum washings are discharged rarely, only when colored concrete batches are transported or upcoming batches must meet DOT specifications. Otherwise, Delvo and small volumes of water are used overnight in the drums, with new batches made on top of that material the next day. When a basin develops a hardened concrete slug at one end, workers begin using the second basin. The hardened concrete is removed and recycled. The second pit continues to be used until it, too, must be cleaned out, at which time workers switch to the first basin again. Both pits had about 3 feet of freeboard. 4. There exists a third pit that serves to capture the solids washed from trucks before they leave the plant site. If any of the pits described in Item 3 and 4 were to overflow, the water would enter the systems described in Items 1 and 2 before leaving the site. Effective solids removal has been achieved, but there is no intentional treatment to lower pH. The company -is urged to check and document pH during a few discharge events to establish compliance or non-compliance of that parameter. Wooten Corporation Franklin County Dear Mr. Washburn: Alan W. Klimek, P.E., Director Division of Water Quality � Q � 1. I conducted stormwater compliance evaluation inspections at S.T. Wooten's asphalt and concrete plants located on US 1, just southwest of Franklinton, in Franklin County, North Carolina, on 23 July 2007. Your cooperation and assistance during the inspections was helpful and appreciated. Inspection reports are attached for your records and inspection findings are listed below. 2. Stormwater runoff from both sites is discharged to an unnamed tributary to Cedar Creek, which is currently classified as a class C, NSW (nutrient sensitive water) in the Tar Pamlico river basin. 3. The concrete and asphalt plants are adjacent to each other. A large earthen berm runs the length of the eastern boundary of both plants. The SDO for the asphalt plant is a large (approximately 18") pipe that penetrates the eastern berm. A small check dam surrounds the inlet of the pipe. Water flows from the outlet of the pipe, on the opposite side of the berm, to a riprapped area for dispersion of the concentrated flow. This outfall receives drainage from the entire asphalt plant, a large percentage of which is pervious. As such, under heavy rains this SDO can receive a large amount of sediment. It was noted that some sediment had penetrated the check dam and accumulated in the riprapped area on the outlet side of the SDO pipe. S.T. Wooten should build a sediment basin or other control device on the inlet side of the SDO pipe to trap sediment and prevent it from being discharged before this becomes a major problem. It is noted that the sediment seen during the inspection was limited to the riprapped area only and did not make it into the grassy area beyond the riprap. There was no discharge at the time of the inspection. 4. The SDO for the concrete plant is the spillway from a sediment basin located on the eastern side of the concrete plant. This sediment basin collects all runoff and wastewaters generated at the plant. The basin appeared well maintained at the time of the inspection and no sediment appeared to have been discharged from it. There was no discharge from this basin at the time of the inspection. 5. Both plants appeared clean and well maintained. However, there was a relatively small area between the two plants that was being used as an accumulation point for old parts and equipment that are no longer needed. Allowing them to accumulate at the site, exposed to the elements, can contribute pollutants to your stormwater discharges, especially those items that have a residue of pollutants on them such as dust, oil or grease. 6. It is noted that all exterior tanks at both sites were double -walled and therefore required no secondary containment. There ,were tanks for the ad -mixtures at the concrete plant that were located inside of a secondary containment structure that was located inside of a building. There was no drain on this _secondary containment. Records of monitoring and draining the containment are not necessary because it is not exposed to the rain and there is no drain pipe. 7. The stormwater pollution prevention plans (SP3) for both plants were reviewed. Both plans met all requirements and contained all necessary components. Both plans had been implemented effectively. Qualitative and analytical monitoring, training, housekeeping, facility inspections, plan reviews, et cetera, had all been accomplished as required. 8. In conclusion, both facilities are currently in compliance with their permits. Please reply to this letter within 30 days of receiving it. Please include in your response your plan of how to modify the SDO at the asphalt plant to better protect against sediment washout as well as the clean up of the old accumulated parts and equipment. Wooten Corporation In response to your letter of July 8, 03, I will provide the Sampling Data that I have and hopefully give an explanation as to why I do not have the others. NCO 140248 This is a Builders Firstsource plant and is not a part of S.T. Wooten. NCG 140120 This plant is in Henderson, we do not have any material at this location (ie. Cement, Ash, Stone, Sand or Chemicals,) this plant was closed in 1994 or 1995, and has not had any activity to effect Storm Water. I will send a letter by July 30, to DWQ, Central Files. NCG 140233 This plant we feel is Sheet Flow, and all Storm Water that is on site is held by our pit system. A letter will also be sent to DWQ on this as well. NCG 140269, NCG 140294 Were Builders Firstsource plants and S.T. Wooten has purchased them. The Sampling will be included in this letter. NCG 140121 This plant and property did not have Storm Water run off in 2002, but a letter was not sent to DWQ. NCG140010, NCG140122, NCG140234, NCG14035, NCG140236, NCG140289, NCG140317; the drought of 2002 made it impossible to take the samples by July 30, 02, we just did not have enough rain. As time went on the tests were overlooked due to illness of the employee that was in charge of Storm Water. This is a newly constructed location. I took several pH readings and pictures, now in a PowerPoint file. Riprap channels bring water from the perimeter of the site from two directions into a sediment basin that was muddy looking and highly turbid. Runoff against block barrier = 8.2; similar waterjust before entering pond = 9.9. Pond at upper end = 10.2. At the discharge point (in the pond) = 9.7, as.was the water actually leaving the site. The discharge water was not muddy but was instead was gray/green in color. Filtration through the berm or specially constructed barrier has removed the mud. Later ask about this construction. The drum wash pit is earthen. Water probably percolates into groundwater, or if going over the surface, it would run into the above sediment basin. Secondary containment of admixture chemicals looked ok, with about 2" of water inside. There is no drain, so the water must be pumped or left to evaporate. All in all, this site topography looks pretty good. Major request will be for pH attenuation, more than likely. Return for CEI soon.
