I visited the RMC Carolina Materials, Inc. Concrete facility at 3740 Overlook Road,
Raleigh (Gresham Lake) Friday, August 13, 2004 at 3:20—3:30PM to observe their site
stormwater and truck drum wash recycle system. The day before recorded 1.5" of rain at
RDU.
Mr. Tony Hardison, Area Manager led me through the site and explained the operations.
The site has three concrete pits that collect stormwater from process areas and truck chum
washings near the concrete loading station. These pits allow solids to settle and then the
decant water is pumped into a fourth concrete pit where it is held to be used as process
water when filling the trucks or washing process area equipment. One of the pits (center)
was filled to the top, one had 8" freeboard and a third had about 12 " freeboard. The
clear water pit had about 16" freeboard even after the rains the previous night. If these
pits do overlow they drain into the swell along the southern edge of the plant area
described below.
The admix storage tank containment facility had stains indicating that the block structure
had leaked, but Mr. Hardison stated that it had been repaired and no longer leaks. The
contents are recycled also. No evidence of admix release was noted except for the stains
at block joints.
The area around the aggregate piles and parking area (non concrete surfaces) drained into
a swell which was about 20 feet wide 4-6 feet deep and half of the property in length.
This swell was covered with grass. There was very little water remaining in the swell at
time of inspection. to the event this swell did overflow, the water would discharge into a
larger second swell at the back comer of the property. The contents discharge via
seepage into the ground. There may be surface discharges during flood conditions, but
normal operating and even heavy rain events would not cause a discharge from the
process and storage portions of the site and any discharge would be through grassy
surface prior to reaching the lake.
A lower portion of the site near the lake has a covered maintenance shed to allow some
vehicle maintenance. RMC uses less than 55 Gallons of oil monthly at this site and drip
pans are utilized to collect vehicle fluids. The area slopes gently toward Gresham Lake.
There is at least 100' of grassing surface between the graveled driveway and the lake
edge. No evidence of silt accumulation was noted. No evidence of oil releases from the
shed area was noted.

Dear Mr. Heider:
On April 30, 2003 Mr. Myrl Nisely of the Raleigh Regional Office of Division of Water Quality
made a compliance inspection at the Raleigh Durant Park facility. The help provided by Mr. Bob
Ramey and Mr. Rosario Sales was appreciated. The results were as follows:
1. This 3 year old plant was engineered with stormwater control in mind. Drum washout water is
recycled through three concrete cells.
2. Vehicle wash water flows to the water recycle system, as does water used to flush the pavement
under and around the truck loading station.
Any stormwater not entering the recycle pits travels to swales at the sides of the site and into a
Detention Pond. The pond has an overflow standpipe. Freeboard was about three feet at the
time of this inspection. Monitoring is done only if the pond overflows, and this has not yet
happened.
4. Solids periodically removed from the water recycle cells are placed in a drying bed surrounded
by blocks. Left over concrete is also discharged here and is soon broken up. The solids are
periodically sold to a local crusher for reuse.
5. Secondary containment was satisfactory for both admixture chemicals and fuel storage. A lock
should be placed on the admixture drain valve.
6. SP3 documents for several elements of the program were missing from the manual.
Conversation with you revealed that they were stored off -site. All elements were placed in the
manual less than a week after this inspection, as verified by a follow-up visit on 5/8/03. Each
facility is to have its documents on site at all times. The manual is to maintain five years' of
data and be available to employees and inspectors.
This facility is in compliance with its stormwater permit. If you have comments or question, please

are forwarding herewith the subject certificate of coverage to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215 .l and the Memorandum of Agreement between North Carolina and the
US Environmental Protection agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit
are unacceptable to you, you have the right to request an individual permit by submitting an
individual permit application. Unless such demand is made, this certificate of coverage shall be
final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land
