Below is the response to the comments and question of the design of the concrete pit. The wash concrete pit located in the middle of the facility is not a recycling pit. It is simply used to catch wash water used to wash trucks before they leave for the job and after returning. From time to time, portions of that water are removed by loader and used to wet down the travel areas on the plant site to keep fugitive dust down when we are busy. This property does not have any point source discharge points, so if water did leave the pit because of a 24 hour, 25 year storm event it would probably not leave property and if it did, it would leave with rain water as sheet flow. Currently, we do maintain a spill plan and we follow Best Management Practices and perform routine inspections. This past weekend with the massive amount of rain associated with Hurricane Matthew, it was identified by our plant personnel that the water did not leave the pit. With the recognition that the pit water is not used for recycling, that we have a SPCC plan, we follow BMP's such as using the water to control fugitive dust, and we perform routine inspections, we are not sure that this is governed by 15A NCAC 02T .1003(a)(2). If that is the case, do we still need to verify the storage capacity? I want to thank you for taking the time to inspect our facility and spend time with our Operations Manager, Jay Watkins. The COC was rescinded on February 22, 2000, based on the fact that the facility lacked point source discharge of stormwater. It was verified during this inspection that stormwater leaves the site via sheet flow. It was also noted that the wash concrete pit located in the middle of the facility collects stormwater runoff and process wastewater generated in the production area. Pursuit to 15A NCAC 02T .1003(a)(2), close -loop recycling of rinse water at concrete mixing facilities for concrete mix removal from equipment is deemed permitted, provided the wastewater is contained within concrete structures, there is sufficient storage capacity to contain the runoff from a 24-hour, 25-year storm event plus one -foot freeboard and the facility develops and maintains a spill control plan in the event of a wastewater release. From the RRO take U.S. 401 South to Fuquay-Varina. At the traffic light take a left onto NC-55/NC-42. Proceed approximately 2 miles and turn right onto Holland Road. Travel approximately one mile on Holland Road and the facility will be located on the left. (Q) FACILITY DESCRIPTION: Facility is a concrete batch plant. Note: Include a hard hat, blaze orange safety vest, earplugs and safety glasses for personal protective equipment. (III) INSPECTION SUMMARY: On August 2, 2016,1 (Chong Zhang) met with Mr. Jay Watkins, Operations Manager, to conduct a compliance inspection. Initially, we reviewed the conditions of the facility's logbook and current air permit, and then a tour of the facility's permitted equipment was conducted. On the day of the inspection, the facility was not in operation. A.2. 2D .0202, PERMIT RENEWAL AND EMISSION INVENTORY REQUIREMENT — At least 90 days prior to the expiration date of this permit, the Permittee shall request permit renewal by letter. The renewal request (with AA application form) should be submitted to the Regional Supervisor, DAQ. Also, at least 90 days prior to the expiration date of this permit, the Permittee shall submit the air pollution emission inventory report (with Certification Sheet) and shall document air pollutants emitted for the 2021 calendar year. ***IN COMPLIANCE — During the inspection, Mr. Watkins was reminded that the permit expires April 30, 2023, and the emission inventory due will be for the 2021 calendar year. *** A.3. 2D .0515, PARTICULATE CONTROL REQUIREMENT - particulate matter emissions from the emission sources shall not exceed allowable emission rates. ***IN COMPLIANCE - Emissions calculations verified in permit review. *** A.4. 2D .0521, CONTROL OF VISIBLE EMISSIONS - Visible emissions from the permitted items at the facility shall not exceed 20% opacity. ***IN COMPLIANCE —The facility was not in operation on the day of the inspection. No visible emissions. *** A.S. 2D .0535, NOTIFICATION REQUIREMENT - the Permittee of a source of excess emissions that last for more than four hours and that results from a malfunction, a breakdown of process or control equipment or any other abnormal conditions, shall notify NCDAQ of any such occurrence by 9:00 a.m. ***IN COMPLIANCE — No excess emissions have been noted or reported regarding this facility. *** A.6. 2D .0540, FUGITNE DUST CONTROL REOUIREMENT - The Permittee shall not cause or allow fugitive dust emissions to contribute to substantive complaints or excess visible emissions beyond the property boundary. ***rN COMPLIANCE — No fugitive dust emissions were observed on the day of the inspection. *** A.7. 2D .0611, FABRIC FILTER REQUIREMENTS including cartridge filters baghouses, and other dry filter Particulate collection devices.
