Sullins, Director Division of Water Quality On June 25, 2008, Ms. Stephanie Brixey of the Raleigh Regional Office conducted a stormwater evaluation inspection of Ready Mixed Concrete Co. facilities located on Unicon Drive, Forestville Road and Old Garner Road. The assistance of James Walters, Region 1 Manager, Dexter Tart, Asset Manager, and yourself was appreciated as it eased the inspection process. The following observations were made: Ready Mixed Concrete Co. - 5025 Unicon Drive - NPDES Permit Number NCG140216 The facility does have a Stormwater Pollution Prevention Plan (SPPP) on site. The Facility Inspection program includes monitoring the outfall, semi-annual housekeeping inspections, and secondary containment inspections semi-annually, annual inspection of the dust filter system and inspecting for spills and releases. Employee training is documented. 2. The process water is contained in a closed loop system and the water is recycled and mixed with concrete. The water enters in to a four -pit area, goes through a filtering system, pH adjustment and a CO2 system before being stored for re -use. The area is bermed and ditched in such a way that all stormwater will pond on -site near the pit. It appears that a discharge would only occur if there were continuous heavy rainfall over a period of time. At his time no analytical monitoring has been conducted due to no discharge. Employee training is documented. 2. There is a process wastewater pit on -site, which overflows into Wake Stone Lake. If the lake overflows the water goes into the rock quarry. Qualitative monitoring had been conducted semi-annually. Mr. Austin stated that the analytical monitoring had been conducted as required but there was no documentation on -site to verify that. Mr. Austin stated that he would email me the lab results and make sure a copy was on -site. The last analytical documentation on -site was from 2001. Please submit this documentation within 15 days of receiving this letter. Ready Mixed Concrete Co. - 604 Old Gamer Road- NPDES Permit Number NCG 140074 The facility does have a Stormwater Pollution Prevention Plan (SPPP) on site. The Facility Inspection program includes monitoring the outfall, semi-annual housekeeping inspections, and secondary containment inspections semi-annually, annual inspection of the dust filter system and inspecting for spills and releases. Employee training is documented. 2. The washout pits have been relocated to higher ground on the premises to prevent commingling with stormwater. The water from the pits is recycled and used to wash out the trucks. 3. Analytical and qualitative monitoring has been conducted as required. Please be reminded that Section B of the general permit describes the analytical monitoring requirements from a stormwater discharge and that Section C describes the analytical monitoring requirements from the process wastewater. In the case of commingled process wastewater, the most stringent of the applicable limits will apply. Section F of the permit describes the qualitative monitoring requirements. "All qualitative monitoring will be performed twice per year, once in the spring (April - June) and once in the fall (September - November)." The overall conditions of Ready Mixed Concrete's stormwater programs at the three facilities listed above are complaint with Division standards. All of the Unicon plants that we bought December 2, 2002 that we closed and never operated and two of the plants that we are operating do not have the Unicon Concrete analytical stormwater test results. Sincerely, Larry Spence Assets Manager Member National Ready Mixed Concrete Association B Memo to File: @ Site visit to Ready Mixed Concrete Plant # 31 Pernrit # NCG 140216 and Carolina Sunrock Permit # NCG 140328 I visited the above sites on Monday May 3, 2004 to observe site during a rain event and after a significant rainfall. I met Ray Goodwin, acting Plant Manager, at Ready Mixed Concrete Plant # 31 at 09:25 AM and reviewed his stormwater plan. I then took photographs of the site facing north toward the truck loading area, the southern end of property with trucks and area where excess concrete is dropped from vehicles as parked, the collection tanks and Flooded area near the drain collection tanks at the SW corner of property. No stormwater was discharging from the site. It is collected and used in the mixing of concrete at the site. The tanks collect all stormwater that is then used on site. Even after rains the weekend before no discharge was evident at time of inspection. I did not sample the stormwater, but it appears to be contained on the site during at least normal rainfall events. It rained steady for two days prior to visit. While touring the RMC site, I observed a silt pond behind their property that belonged to Carolina Sunrock located on the hill above the RMC facility. I took photos of the silt pond and area below the pond. The water observed was cloudy from TSS in the discharge. The runoff from CS drains into the pond and then discharges to the area below the pond. There was no discharge at the time of inspection, but the cloudy conditions in the wet area below pond indicated that discharge had occurred during the weekend. I met with Tim Kopec at Carolina Sunrock at 10:00 AM and reviewed CS Stormwater plan and permit. I took photos of their admix tank area which does not discharge, but is pumped when needed by Noble Oil Recovery. I look photos of truck cleaning in the area and the drainage area looking from the plant down the hill to the pond area. Mr. Kopec stated that CS plans to install a "weir" (catch basin) arrangement similar to RMC in the near future. Tony Samples of CS has requested that we meet him at their RDU facility to observe the changes made at that location. 7` ? During the subject site visit, process wastewater was observed to be discharging into a stream (a unnamed tributary to Smith Creek, a Class C NSW waters) in the Neuse River Basin. In addition, approximately 200 feet downstream from this outlet the stream floor was coated with layers of fine residue/particulate from the process facility. Accordingly, surface water samples were collected and analyzed. The results confirm that the stream exhibited a pH of 7.0 upstream and 10.4 downstream. This - - -• represents a pH stream standard violation pursuant to 15A NCAC .0211(3)(g), which states the following: "I 5A NCAC .0211(3)(g) pH: shall be normal for the water in the area, which generally shall range between 6.0-9.0 except that swamp waters may have a pH as low as 4.3 if it is the result of natural conditions;" In addition to stream standard violations, subsequent to the site inspection and sampling efforts a file review of the Unicon facility was conducted by DWQ staff. zr Accordingly, this review confirmed that Unicon, Inc. has a NCG140000 (General = •• ti"••-.'"c :'' "' Stormwater Permit) applicable for stormwater discharges for Ready Mix facilities. NCG140216 STORMWATER DISCHARGES NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the Federal Water Pollution Control Act, as amended, Unicon Concrete, Inc. is hereby authorized to discharge stormwater and rinse waters from a facility located at Unicon Concrete - Plant 4 5025 Unicon Drive Wake Forest Wake County to receiving waters designated as an unnamed tributary to Smith Creek in the Neuse River Basin in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, 11, III and IV of General Pernut No. NCG 140000 as attached. This Certificate of Coverage shall become effective December 15, 1995. This Certificate of Coverage shall remain in effect for the duration of the General Permit.
