The assistance and cooperation of Mr. Bruce Creech, the Division Manager was helpful and greatly appreciated. Inspection findings are listed below. Indust and §fte Descri tioo Y: , : `;: Ready Mix Concrete Company mixes concrete on -site for delivery to construction sites, road projects, and residential customers. Stormwater runoff and process wastewater generated at such facilities is regulated by General Permit NCG140000. DWQ has therefore issued Ready Mix Concrete Company certificate of coverage, NCG140131, which became effective on August 1, 2004 and expires on July 31, 2009. The facility reclaims most of the wash water on the site for re -use. Stormwater and other wash water on -site is directed to a detention pond. The facility has one stormwater outfall. The flow travels through a wooded area and into a storm ditch by the railroad. The specific discharge point could not be seen the day of the inspection due to a berm, stockpile of spoils, and overgrown vegetation that block the path of the discharge. There was no discharge the day of the inspection. Inspection SummaryT, „ _ 771i., k _ r, <b t. The facility keeps records and was in compliance with permit requirements with the exception of analytical monitoring. The facility is currently retaining wastewater on -site. The drought conditions and blockage to the discharge outfall have prevented sampling at the discharge outfall. The latest sample taken and reported was taken from the detention pond. Management should insure that the discharge outfall is accessible for sampling during a rain event and at the first opportunity conduct sampling as required. The Stormwater Pollution Prevention Plan (SWP3) was reviewed. It is recommended that documentation for the annual review of the SWP3 be provided in the records. Copies of all monitoring reports should be kept on -site and available for inspection. Analytical Mon>itogng;" The Analytical monitoring was last completed on 3/29/2007, and the sample was taken at the wastewater pit. It was reported that no sampling was completed the second half of the year due to drought conditions. Analytical monitoring should be done at the earliest opportunity for the 2008 year. Outfalls. _�t — , — r -� T The facility has one outfall to Maple Creek. The permittee was not discharging the day of the inspection. The outfall could not be seen the day of the inspection and the creek could not be located. The facility should promptly address issues with gaining access to the outfall location. The facility should promptly clean out the pit, as it is full, and does not have the capacity to allow proper settling of solids. This pit receives flow from 5 water chambers that are used for truck clean -out. The results of the sample taken from the wastewater pit the day of the inspection are attached. The results indicate extremely high Total Dissolved Solids of 2336, with Chromium 380 ug/L, Copper 5.2 ug/L, Barium 1100 ug/I, Lithium 830 ug/L, and Molybdenum at 110ug/L. This is not consistent with other sample results from cement plants in the Raleigh Region. The facility should identify the source of these metals and eliminate or reduce the level of metals in the pit immediately. If the pit were to discharge, the site could be in violation of water quality regulations. It is our goal to insure the quality of the surface waters of this State. This is evident with the results TSS=630 and pH=11.59. The discharge outfall has been dry and blocked by vegetation, trees, and a containment wall. The outfall cannot be reached for sampling and sampling was taken at the pit instead. Discussed this with the facility and they are going to address the issue and obtain samples from the outfall as soon as they are able to clear a path and obtain enough rain to pull a grab sample. The discharge, when flowing, flows to a railroad storm ditch. I could not locate the discharge point /creek the day of the inspection, again most likely due to drought conditions in this area. Due to drought only one analytical sample was taken in 2007. Construction was complete except for running electricity to the pump. Use is expected to begin by next week, April 4, to replace use of the existing drum wash pit. Descriptions were provided by Linda Siler, Sales Rep and Danny Williamson, Operator. • Unused concrete is poured into blocks. • Drum washing uses about 250 gallons of water, soon to be recycle water. Linda stated that dumps will no longer be into the pit shown above. Instead, they will be into the cell below. (A later conversation with another operator raised doubt — left over loads too small to cast a complete block may still be diluted and dumped into this pit, rather than into the new cell. This needs clarification. Q: would a large volume of concrete set up in the cell and be hard to remove?) The concrete floor slopes, the deepest point being three blocks down, counting from the one with the notch. The notch is cut about halfway through the top block. Water then travels through these cells in a zigzag pattern. Solids can be removed by front-end loader. 0 All cells have sloping floors, as well, and can be scooped out when necessary. ow From the last cell (on the left) a pump will transfer clarified water to the green tank in the next picture. The water will be used to 1) wash down the trucks, 2) fill the tanks on the trucks for chute washing. For now, fresh water will still be used to make concrete batches. • When asked about engineering design, they said it was modeled after a successful unit at Goldsboro. No specifics. Construction was by an outside contractor. Plans include eventually regrading the entire site so that all stormwater goes to these cells. Rocky Mount, NC Nash County On Juh 22, 2003 1 met with you to make a compliance inspection of the Ready Mix Concrete Plant on Old Mill Rd. in Rocky b4ount. Your help was greatly appreciated. See the attached inspection checklist for details on the observations made. These are the main points we discussed: 1. One corn-..r of the Seconda, Containment for admixture chemicals has been damaged. Holding capacity had been compromised, so repairs are to be made right away. 2. The Secondary Containment for truck wash chemicals was under construction and had only three walls. You reported that the forth is tone poured soon to include a PVC drain pipe. and to which will a drain valve be fitted. Also complete this as soon as possible. ExCCDt for a couple drums of form release agent intentionally stationed where they are used. all 55-2allon drums were also in the Secondary Containment structure. This was commendable. 4. The USGS map in the SP3 manual should have a line drawn to show the direction both discliarees take in the Railroad Ditch on the wav to Maple Creek. Also add the name of the receiving stream. Maple Creek, as well as the Latitude and Longitude of the manufacturing site. These additions will provide full compliance with Part II(A)(1)(a). 5. The site map will be improved by identifying the two sample/discharge points. Also draw in the secondary containment for truck wash chemicals. These additions can simply be made with ballpoint and will not require reprinting the map. 6. Vehicle washing is done at the front gate, and the flow travels along a swale to an overflow grate near the railroad. The drum washout pit had about 3.5 feet of freeboard (with even an additional berm above the rim on the back side), and appeared to be maintained adequately. This is an earthen pit, however, so please be aware that groundwater standards apply, and contamination needs to be avoided. S. Old concrete is piled up to be taken periodically by the City of Wilson. 9. Sampling has been performed for 2003, including and Oil and Grease for the Vehicle Maintenance section of the permit. TSS values were noncompliant at 48 and 132 mg/1 vs. 30 mg/l limit. pH values were compliant. We discussed that the data is to include storm information on inches of rain, duration. and a calculated total flow for each discharge point.
