Lee County Dear Mr. Setzer: On September 17, 2008), Vicki Webb of the Raleigh Regional Office conducted a stormwater compliance inspection of the subject facility. The facility is located at 320 Market Street in Sanford, NC. Your assistance was appreciated as it facilitated the inspection process. The following observations were made: Stormwater runoff from this site is discharged to the receiving waters designated as Little Buffalo Creek in the Cape Fear River Basin. The process water flows to the cement treatment pits. Water enters into the first pit and flows through.the series to filter out solids. The facility then recycles this water back into the plant operations. All components of the Stormwater Pollution Prevention Plan (SP3) were present including: detailed site map with labeled storm outfall, a list of potential contaminants, a spill and response plan, a narrative describing BMPs, and a contact list of whom to contact in an emergency. Employee training records were on -site. The facility inspects containment areas, storage tanks, and valves and piping on a monthly basis. This facility maintains good house keeping practices. The files are kept in a well organized fashioned. Such order eased the file review process. The overall condition of Ready Mixed Concrete Co. is compliant with Division standards. Box 27326, Raleigh, NC 27611 In response to the Compliance Evaluation of NPDES Storm Water Permit, COC Number NCG140035 for Ready Mixed Concrete Co. Plant # 7, Sanford NC. Lee County. Item # 1. Disposal location of the liquid and solids from our detention pits. The pit system is designed to clean out solids with our wheel loader and store in a drying bin until material is dry, after drying it is used as back fill: The liquid is filtered with an industrial sand filter and reused washing down the trucks and as batch water in the production of concrete. We have on occasion used Sharpe trucking Co. to help control the freeboard in these pits. Sharpe told us that it dumped the water in a grassy field; I have included a copy of their bill for your review. Item # 4. The sediment pits in question were put in to catch solids from washing down the mixer trucks. A sand filter was added to help recycle the water in the production of concrete. The feasibility of protecting these pits from flooding of Little Buffalo Creek is impossible; during major storm events the whole section is flooded. The only recourse would be to move the whole facility. We have diverted stormwater away from these pits with curbing trying to maintain the system, but in a major storm event there is some flooding. We are open to any ideas on how to deal with this problem, other than moving the whole facility. I have also included invoices from Castrol Lubricants for the motor oil purchased at this facility during 2004. The mechanic stated that he though we were using about 300 gallons of motor oil a month. We only purchased 399 gallons for all of 2004, which equates to 33.25 gallons per month. Klimek, P.E., Director Division of Water Quality This writer, of the NC Division of Water Quality, conducted an inspection of the Ready Mixed Concrete - Sanford Plant on January 18, 2005. Mr. Steve Caulberg, Mr. Ray Jeffries and Mr. Jamie Godwin, represented the Ready Mixed Concrete - Sanford Plant during the inspection. The assistance of everyone was greatly appreciated. Findings during the inspection are as follows: 1) The collection trough, for process water associated with the recycle system, was filled to the top. A thick layer of ice had formed on the surface of the water in this trough. Mr. Caulberg stated that as soon as the weather warmed up he would have a septic -type hauling contractor pump this area out and any solids would be scooped up and placed in a spoils pile for future disposal. Please inform this Office of the disposal location for both the liquid and solids from this recycle system. The liquid disposal activity will likely require a NCDENR Pump and Haul Permit. 2) Mr. Godwin reported that new motor oil usage was approximately 300 gallons month. Because of this, the Analytical Monitoring Requirements for On -Site Vehicle Maintenance apply. (Applies to facilities using more than 55 gallons of new motor oil per month when averaged over the calendar year.) This requires that each stormwater discharge outfall (SDO) that discharges stormwater from areas of vehicle maintenance be sampled and results reported for pH, total suspended solids, oil and grease, new motor oil usage, total rainfall, event duration and total flow. (This would appear to apply to the "batch house" SDO only.) 3) In a response letter from you, to the NC Division of Water Quality, dated 12/12/2002, you indicated, "The sediment pit during a storm event can overflow and mix with stormwater." If this system is discharging, then you must comply with the monitoring requirements in your permit under the section, Process Wastewater Associated With Recycle Systems. This section requires that the recycle system discharge outfall be sampled and results reported for pH, total suspended solids, settleable solids, total rainfall, event duration and total flow. 4) North Carolina Administrative Code 15A NCAC 02H .0219, MINIMUM DESIGN REQUIREMENTS, specifies that treatment works and disposal systems (which would include the recycle system) be protected from a 100-year flood. Mr. Jeffries stated that, during severe storm events, water from the adjacent Little Buffalo Creek has flooded the process water collection trough area of the recycle system. This would indicate that this area is within the flood plain. Measures need to be taken to protect the collection trough, and any other portions of the recycle system affected, from floodwaters. Please inform this office of the steps to be taken to achieve this. 5) Significant gravel, sand and fines, from Plant operations, were noted leading to both Plant outfalls. These areas should be routinely cleaned to prevent the material from migrating to the creek. This procedure should be included in the Preventative Maintenance and Good Housekeeping Program portion of the Plant's Stormwater Pollution Prevention Plan. During this inspection, testing results were available for sampling that was performed at the "batch house' stormwater discharge outfall only. Analytical monitoring requirements also apply to the "Maple St." outfall. This includes sampling and reporting for pH, total suspended solids, total rainfall, event duration and total flow. As requested by Mr. Caulberg, I have attached a Stormwater Discharge Outfall (SDO) Qualitative Monitoring Report form. Qualitative monitoring of outfalls is performed semi-annually, at the times specified in your Permit. 6) Mr. Caulberg stated that he believed the water used for the wetting of stockpiled materials was evaporating prior to leaving the property. If this system were to discharge, you would need to comply with the monitoring requirements in your permit under the section, Process Wastewater Associated with Raw Materials Stockpiles. This section requires that analytical monitoring of process wastewater associated with wetting of raw material stockpile discharges be performed for pH, total suspended solids, settleable solids, event duration and total flow. Should there be no runoff, you must submit an annual analytical monitoring report stating, "No discharge, therefore, no sampling required." 7) Past pH testing at your Plant has been performed by a Contract Laboratory. Because the holding time for pH samples is 15 minutes, this Office requests that you acquire a pH meter and perform all pH testing on -site. The meter must be calibrated prior to each use with a series of pH buffer solutions. (Note that pH paper is not acceptable.) Obviously, there is a training component in this requirement. Perhaps one person within the Ready Mixed Concrete organization could become proficient in the use of the meter and train all of those requiring this knowledge at the Ready Mixed locations with storm water permits. NC Division of Water Quality personnel may observe Ready Mixed Concrete personnel perform a calibration and test a sample during future inspections. Please provide to this Office in writing, the information requested in items 1 and 4 above, within 30 days of receipt of this letter. This fee is required by Title 15 North Carolina Administrative Code 2H.0105, under the authority of North Carolina General Statutes 143-215.3(a)(1), (1 a) and (1 b). I will have Mike do his own pH test in the future, and the time concern will not be a problem in the future. We are looking at some systems to treat pH in our wash -pits. If it is in the flood plain, we will want to discuss the situation with the Stormwater Group downtown. A check of maps for this location shows the recycle structure to be very near or slightly inside the flood plain, but too close for us to call from the maps. The 100 year elevation is shown to be 357' above sea level. The elevation of the structure maybe between 355 and 358'. Steve Mitchell recommends that we ask Ready Mixed to establish accurately the elevation of the recycle pits at the point closest to the stream, and have them determine whether or not they are in the flood plain. Mike Setzer said that he has never known that the stream has ovencoeed the concrete troughs. 4. Mike Setzer demonstrated the backwash capability of the water filtration pump. It properiy discharged backwash water into the first of the two concrete troughs. The Ready Mixed Concrete Facility manual was reviewed for records of spills. BMPs, housekeeping, qualitative and quantitative monitoring, training, etc. The manual appeared complete, except that an updated site map (that was referenced in your December 12, 2002 letter) needs to be included in the manual. DWQ requests that a copy of this revised site map be sent to our office. Mike Setzer states that after samples are collected, they are stored and chilled in a cooler and then transported to the laboratory. Mike Setzer stated that holding times for samples are met because the laboratory is only five miles from the facility. Because pH sample holding time is only 15 minutes, DWQ recommends that a pH meter be made available for on site use. The first question in the letter of notice of violation references the design calculations to show that the present recycle configuration can control the stormwater and process water in accordance with our permit? This structure is only for process water, stormwater is diverted away from these concrete sediment pits by concrete curbing. This is why Mike Setzer said we could control the process water by recycling and the use of a permitted pump and haul company to help haul off water if we were at full capacity. The second statement noted that the pH of 11.45 was sampled out of the recycle tank with a note about pH higher than 10 being caustic. We are very aware of the dangers of high pH and even give customers MSDS sheets for our product, but this is not an a violation of our permit all concrete wash pits have high pH. We are trying to recycle all of this water to ensure no high pH water leaves our property. The third question asked about runoff on the Maple street side of the plant, that runoff needed to be tested and identified on the plant site map. I have included page 41 out of our stormwater plan Sec 2 Item D., it list the outfalls and the GPS coordinates and also the body of water that these outfalls drain to. The only run-off at this point is sheet flow. was not aware of the 30' vegetation rule for sheet flow. We will sample this discharge point from now on. The fourth Statement was about a zoomed in USGS-type map. Our plan includes a USGS map of the site. We have a narrative in our plan that provides the information you have asked for. I have tried to blow up a USGS map to the scale you have asked for and the information that you asked for is still not shown. I have included a copy for your review. The last statement requested that we show the areas being served by each discharge point on our site plan. On February 12, 2002 you stated that 660-gallon tanks and above had to be contained. We have placed a dike wound this tank just to be on the safe side. Runoff from the washing of the concrete trucks was not running into the containment pond but running off site. The help provided by Mr. Ray Jeffries and Mr. Mike Setzer was appreciated. The results are as follows: Documentation requirements (the SPPP manual) were complete except for training records. Mr Setzer stated that videos are arriving soon and that training will be done the week of 10/21. We discussed how to document that session plus other stormwater related training given throughout the year. All employees are to receive stormwater and spill response training at least annually. The handling of stormwater/process wastewater in the water recycle system appears to be satisfactory, although two questions remain. How does the elevation of the recycle system compare to that of flood levels of the creek? Are there design calculations to show that the present water recycle configuration can control the stormwater and process wastewater in accordance with the permit? Mr. Setzer stated that in times when overflow threatens to occur, a local pump and haul company removes enough water to stay in compliance. The Division cannot consider this emergency pumping approach as satisfactory design engineering. On the other hand, recent observations were reported that a 5 to 6" rain was successfully contained. With potential storage in the 3000 and 500 gallon tanks, perhaps the present system can satisfy the permit with specific operating procedures. Workers should use great caution in spaying down trucks or otherwise coming in contact with this water. On the Maple St. side of the plant various materials are stored. Runoff from that side of the plant collects in the concrete trough along Maple St. to form a point discharge. This runoff must also be sampled and identified on the plant site map. While no active process takes place, the runoff may still show pH and solids outside the limits. If so, this will require steps to meet the permit. On the location map for Part II Section A (I.)(a) please prepare a USGS-type map "zoomed in" somewhat closer to show the facility's location in reference to transportation routes (as the present map does) as well as where all stormwater discharges from the property. Identify the surface receiving stream. Please send a copy of this map to the Division. A change is also requested on the plant site map.
