Reference is made to your recent request for rescission of coverage under the subject NPDES General
Permit. In your letter received on 9/19/2006, you stated that there is no stormwater discharge that leaves
your property. In accordance with your request, NPDES General Permit NCG 100007 is rescinded,
effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to
waters of the State without a valid NPDES pennit will subject the responsible party to a civil penalty of
up to $25,000 per day. Enforcement action will be certain for persons that have voluntarily relinquished
permit coverage when, in fact, continuing permit coverage was necessary. If, in retrospect, you feel the
site still requires permit coverage, you should notify this office immediately. Furthermore, if in the future
you wish to again discharge to the State's surface waters, you must first apply for and receive a new
NPDES permit.
If the facility is in the process of being sold, you will be performing a public service if you would inform
the new or prospective owners of their potential need for NPDES permit coverage.

Enclosed please find a copy of the Compliance Evaluation Inspection form from the
inspection conducted on March 14, 2006. The Compliance Evaluation Inspection was
conducted by Wanda Frazier and Laurie Moorhead of the Asheville Regional Office. The facility
was found to be deficient with regard to permit NCG100007.
The following items will need to be addressed so that a follow-up inspection can be
performed. You will need to prepare and implement a site specific Stormwater Pollution
Prevention Plan (SPPP) in order to be in compliance with your permit.

Morrow Motor's, Inc. is covered under General Permit number NCG100000 (NCG10).
Requirements of NCG10 include development of a Stormwater Pollution Prevention Plan
(SPPP). A copy of NCG10 was given to you during the inspection. NCG10 details the
requirements of the SPPP. Additionally, you were also given guidance from the Automotive
Recyclers Association to assist you in obtaining more information on stormwater management
as it relates to the auto salvage business.
During the inspection four possible stormwater discharge points were identified. The first
stormwater discharge point is located below the diesel and gasoline fuel tanks. The other three
discharge points are located along the perimeter of the site. Stormwater runoff from the
discharge points must be monitored as required in NCG10. Please prepare a site map and
identity the location of each potential discharge point.
Analytical monitoring is required to be performed during the first and last year of the
permit (2002 and 2007). A review of your records indicate that you have not performed the
analytical monitoring as required in Part II page 4 of 6 in NCG10.
Qualitative monitoring must be performed twice per year, once in the spring (April -June)
and once in the fall (September — November). The first qualitative monitoring event during the
coverage of the permit must coincide with the initial analytical monitoring event. Details of
qualitative monitoring requirements can be found in Part II page 6 of 6 of NCG10. Qualitative
monitoring must be performed at each stormwater discharge outfall.
The oil and water separator needs to be pumped so that water doesn't discharge onto the
ground from this system. The double -lined fuel tanks meet secondary containment
requirements. The above -ground, 280-gallon kerosene tank needs to be covered or relocated
inside to eliminate exposure.
A follow up inspection will be scheduled to review your SPPP and monitoring data.
