Stevens Division of Water Quality CO June 21, 2001 Memorandum To: John Dorney From: Todd St. John Subject: Lake Concord Road Bridge Cabarrus County DWQ# 010297 I have reviewed the submittal provided in order to meet condition no. 1 of the subject WQC issued April 2, 2001. The condition requires that the channel shift must reflect the existing stream profile and dimensions. It also requires a plunge pool at the end of the new stormwater pipe. Two plunge pools are shown in the plans. Additionally, the plans for the channel realignment show the channel will be straightened as it passes under the bridge. The channel will then be hardened with rip rap. A flow analysis using HEC RAS appeared to show that hydraulics under the bridge will change but not in a manner that is very different from what the model predicted for existing conditions. The model also showed that conditions immediately upstream and down stream to be similar between existing and proposed conditions. The channel under the bridge will also be slightly widened and deepened. Because the area of deepening and widening is so short the overall effect may be that of creating a pool which may balance the fact that the channel will be shortened by the straightening. The results from the model seem to show this, assuming they ran it correctly with adequate up and down stream stations (not provided). In any event, the new channel appears to include and adequate flood way to relieve stresses on the channel under the bridge allowing larger flows to access the flood plain and not be constricted to the channel. As such, I recommend that the realignment plans be approved. The existing bridge was constructed parallel to the road causing the creek to turn slightly out of what appears to be its origjnal pattern. The new bridge will be constructed so that the piers are parallel to the stream and the stream will he realigned under the bridge with its original channel. The bridge is located in Cabarrus County 0.45 mile south of I-85 spanning Threemile Branch on Lake Concord Road approximately 225 feet south of the intersection with Mall Road (see attached location map). The existing bridge, shown on the attached USGS map (Concord quadrangle), is 78 feet long and 42 feet wide. Threemile Branch is approximately 15-25 feet wide and approximately 1 foot deep in the project area. The City of Concord has determined that traffic levels along Lake Concord Road require widening the road. The existing bridge is too narrow for the proposed road, and permit authorization is being requested to replace the bridge. The need for a wider road arose from current traffic levels and expected increases in future traffic levels. Additionally, Lake Concord Road will provide direct access to a regional medical center from I-85 after the widening project. Currently, the emergency vehicles must take an alternate, less direct route to the medical center. The exiting bridge will be removed and replaced in its existing location by a 92'x78' bridge (see attached site plan) in order to address these needs. The existing bridge will remain in place while half of the replacement bridge is built. The existing bridge will then be removed, and the remainder of the replacement bridge will be constructed. A stormwater outlet into Threemile Branch will be relocated. In order to protect the new bridge structure, riprap will be required on the upstream and downstream banks by the bridge. The channel will also be shifted slightly to prevent erosion around the footings as it flows beneath the ride. The bridge is located within the 100-year floodplain, but significant fill will not be placed in the floodplain, and the 100-year flood :70 -? No wetlands occur in the project area, therefore, the project will have no wetland impacts. In order to preserve water quality and reduce the impact of this project, sediment erosion and control measures will be in place before construction. Additionally, rip-rap placement will be the minimum required to protect the structure. Total stream impact from rip-rap and the channel realignment will be 140 feet. No damming of water will take place during construction and channel shifting. The new channel will have a more natural pattern and profile than the existing altered channel.
