Dear Mr. Jenkins,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package (BPDP)
for the GUC Mitigation Site (Site) in 2019, for review and approval under the terms and conditions of
the Restoration Systems, LLC (RS) GUC Mitigation Banking Instrument for Nutrient Offset and
Riparian Buffer Mitigation (MBI) signed on June 28, 2019. Effective February 17, 2020, the MBI was
made and entered into by RS acting as the Bank Sponsor and the DWR. Katie Merritt, with DWR,
reviewed the BPDP and MBI documents and provided comments and recommendations. DWR
received a revised BPDP and MBI that addressed all comments and recommendations. The table below
summarizes the timeline of the BPDP and MBI:
