Vance County The Raleigh Regional Office staff have reviewed your request dated November 13, 2019 for a determination that stormwater discharge outfall (SDO) 001 be granted representative outfall status for stormwater outfalls 002, 005. SDO-004 be granted representative outfall status for stormwater outfalls 005,006. SDO-003 be granted representative outfall status for stormwater outfalls 002,006. Based on the information, maps provided and the site visit, we are approving SDO-001 as representative of SDO-002 only. In accordance with 40 CFR §122.21(g)(7), you are authorized to sample outfall number 001 as a representative outfall. This approval is effective with the next sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless of representative status. Please append this letter to your Stormwater Pollution Prevention Plan (SPPP) or permit to document that representative outfall status has been approved. If changes in drainage areas, structures, processes, storage practices, or other activities occur that significantly alter the basis of this approval, representative outfall status may no longer be valid. You should either resume sampling at all SDOs, or reapply to this office for representative outfall status based on updated information. A copy of the Compliance Inspection Report is enclosed for your review. Your assistance along with the assistance of Marty Garrett and Randy Reigner during the inspection is greatly appreciated.The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG060000, Certificate of Coverage-NCG060229. Your permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Lynch Creek, a Class C;NSW waterbody in the Tar Pamlico River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG060000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. All documentation required by the permit was available except for the last three years of spill. Recommend a sheet be added to the SP3 to document spills or the lack of spills for the last three years. While walking the site along the North perimeter and on the train tracks a aquantity of food products were spilled that was known to have been spilled there but had not Immediately been cleaned up, being an area with a high probability of such spills I ask that the entire length of the track located on the facility property receive regular inspections. If a spill is detected it should be immediately cleaned up and the spill should be documented accord ingly.additionally, a number of washout ares were noted in the rip rap ditch running to SDO-5. These washouts should be repaired and permanently stabilized.
