The North Carolina Division of Water Quality conducted an inspection of the Design Ware, American
Greetings facility on November 7, 2007. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in NPDES Permit No. NCG050338.
Attached is a copy of the compliance evaluation inspection. The summary page identifies a few items to
be included in your updated/amended Stormwater Pollution Prevention Plan. There were permit condition
violations due to the absence of some of the semi-annual qualitative monitoring reports. Please indicate in writing
within 20 business days, the measures that will be taken to ensure the qualitative monitoring will be conducted in
accordance with the NPDES Permit NCGO50338.

Inspection Summary:
The facility had been acquired by American Greetings in 2004, prior to that year, no records exist pertianing to the
requirements of the NPDES NCG050338 permit.
The facility grounds appeared to be very well kept with good house keeping practices apparent. The facility had a good
SWP3 plan. A review of the plan revealed a few areas where the SWP3 plan should be improved/amended. Those items
are as follows:
1. Improve upon the narrative description for loading/unloading practices.
2. The plan identifies that qualitative monitoring of the stormwater outfall is required twice per year once in the first half of
the year and once in the second half, those time frames should read once between April and June and once between
September and November.
3. Include a feasibility study in the SWP3 plan.
4. Identify training schedule for employees in order to ensure the training events are not forgotten and keep training
records on file at the facility.
5. Clearly identify a date on which the plan was reviewed and identify any amendments made to the plan. Provide a
scheduled date for review in order to ensure review is not forgotten. The review of the plan should be conducted by an
appropriate facility representative (See permit details for signatory authorization requirements).
6. A certification for evaluation of outfalls for non stormwater discharges (illicit discharges) should be provided each year,
dated and signed by an individual with signatory authorization as identified in Section III, Part B.5. of the permit.
Qualitative monitoring reports should be on site dating back to 2003. There were no semi annual qualitative monitoring
reports for year 2003 and 2004. Qualitative monitoring was not conducted the spring of 2005, was conducted in
December of 2005 (should have been conducted between the months of September - November). Qualitative monitoring
was conducted in March 2006 (spring monitoring should have been between April and June) with no fall monitoring data
for 2006. Qualitative monitoring for the spring of 2007 was conducted with fall monitoring yet to be conducted for 2007.
Monitoring should be done by the end of November (this month).
Minimal exposure exists at this facility to stormwater. The only area that appears to be exposed is the loading/offloading
area and the majority of raw materials coming to the facility are dry products such as rolled plastic. 5 gallon containers of
dyes are shipped to the facility on pallets and offloaded on pallets to the warehouse. Old pallets are either reused or
disposed of through a local vendor and are not stored outdoors.
The facility will be closing next year in April. The permittee should request rescission of the permit at that time.

In accordance with your application for a discharge permit received on April 15, 2005 we
are forwarding herewith the subject certificate of coverage to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
US Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land
Resources, Coastal Area Management Act or any other federal or local governmental permit that
may be required.
