Dear Mr. Williams,
A compliance evaluation inspection of the Mead/Westvaco Packaging Systems LLC facility was
conducted on February 12, 2009. This inspection was to verify that the facility is operating in
compliance with the requirements specified in the NPDES General Permit (certificate of coverage
NCG050103). The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
In general, the site appeared to be well kept. Good housekeeping and best management practices
outlined in the Stormwater Pollution Prevention Plan appear to be implemented by personnel on site.
The outfall locations identified in the Stormwater Pollution Prevention Plan were inspected.
Please incorporate the recommendations in the Compliance Inspection Report. The Division appreciates
the cooperation extended by Mr. Tony Franks. A complete and thorough inspection was conducted and
his knowledge of the operations proved very helpful during the inspection process. Should you have

Inspection Summary:
Please make the following amendments to your Stormwater Pollution Prevention Plan:
1. USGS map should indicate that Burnt Mill Creek is on the 303 (d) list for impaired waters. The Creek is impaired for
aquatic life due to poor benthic community ratings. This stream is in the Lower Cape Fear River watershed. TMDL is
pending for the Lower Cape Fear River.
2. Include documentation for semi annual inspections conducted for the loading docks, south parking lot drum storage
area and the bulk containment area.
The site was in SIGNIFICANT compliance. Good housekeeping practices are evident. Mr. Franks' assistance during the
inpsection was appreciated. He was extremely knowledgeable of the permit and it s requirements.

Comment: The Stormwater Pollution Prevention Plan contained all the elements
required by NPDES General Certificate of Coverage NCG050103, The plan was well
organized and readily available. The individual designated as the environmental
contact was not available at the time of the inspection. Mr. Tony Franks accompanied
the site inspector during the inspection. Mr. Franks was familiar with the elements of
the Stormwater Pollution Prevention plan as well as the best management practices.

Comment: The plan specifies several outfalls that are not visually evident. It is
reasonable to expect the plan could be modified to eliminate some of the outfalls that do
not discharge a discrete flow from the site. The southwest corner of the facility
appeared to have potentially three outfalls with one questionable as to whether any
discharges leaves as a point source.

Reason for Visit: Routine
Comment: There is no vehicle maintenance being conducted outdoors. The area
where fork lift oil changes occur is indoors over a grating that covers a confined sealed
pit with no outlet drains. The pit has to be pumped out to 55 gallon drums that stores
the oil until proper disposal.

Comment: The storage area in the South parking lot contains 55 gallon drums on
pallets that contain solvent based ink. There did not appear to be any leaks or spills in
this area. The facility is considering a change from solvent based ink to water based ink
which will require indoor storage which will be a significant improvement in removing the
exposure of potential contaminants to stormwater. The site has one large bulk storage
area with containment with no drain valves from the pit. In order for a release of
stormwater to occur, the containment structure has to pumped out. This allows the
stormwater to be qualitatively inspected with the observations documented prior to any
release.
