Dee Freeman Secretary On 5/13/2009, the Division of Water Quality received your request to rescind you coverage under Certificate of Coverage Number NCG030507. In accordance with your request, Certificate of Coverage Number NCGO30507 is rescinded effective immediately. Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the Stale without valid coverage under an NPDES permit will subject the responsible party to a civil penalty of up to $25,000 per day. It is the intention of DWQ that enforcement proceedings will occur for persons that have voluntarily relinquished permit coverage when, in fact, continuing permit coverage was necessary. If, in retrospect, you feel the site still requires permit coverage, you should notify this office imniedialely. Furthermore, if in the future you wish to again discharge to the State's surface waters, you must first apply for and receive a new NPDES permit. If the facility is in the process of being sold, you will be performing a public service ifyou would inrornl the new or Prospective owners of their potential need for NPDES permit coverage. The facility has undergone substantial changes since 2003 which are not reflected in the SPPP. Please refer to Part II Section A for specific requirements for the SPPP. 2) The facility has not conducted any monitoring as required by Part II Sections B and C. 3) The facility has two areas which may be discharging illegally. There is a pipe running from a cooling tank to a downspout on the northwest corner of the building. This pipe must be removed and discharge from the tank directed into the municipal sewer. The facility must contact Metropolitan Sewerage District (MSD) prior to conducting this activity. There is a floor drain in the building which drains multiple pipes. The facility needs to determine where this drain discharges. The overflow pipe from the cooling water tank in the northwest corner of the building has been plugged along with the drain line in the bottom of the tank. This tank was used only for cooling water, and there will be no discharge from this tank. The floor drain with the multiple pipes in it does drain into the municipal sewer line. This line goes out the north side of the building and connects to the sewer line coming from the mobile home park. There is a manhole in the adjacent lot on the, north side of the building. 1 We will be closing the facility in June of this year. At the present time we are doing other projects, so the sale and transfer of property will be done at that deadline. At this time, we would like to request a no exposure be granted to us.
