This permit expires on Auuust 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible liar continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal of your permit coverage. Failure to request renewal within this lime period may result in a civil assessment of at least $250.00. Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwatcr from your facility without coverage under a valid Stonnwater NPDES permit would constitute a violation of NCGS 143-215.1 and could result in assessments ol'civil penalties of up to $10.000 per day. Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial facilities in any of the I I categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facilly industrial materials and operations are not exposed to slornlwater, you can apply for the no exposure exclusion. Mr. Billy Stamey pleasantly greeted Ms. Moorhead to review permit documents and to lead Ms. Moorhead through a site visit. Several permit conditions are being met at the 30 Paint Fork location; however, deficiencies noted result in violations of permit NCG030140. Permit NCG030140 requires that a stormwater management plan be prepared and maintained by the permittee. While a plan was prepared several years ago, it is a permit requirement to conduct an annual review and update. Annual employee training and documentation of such is also a permit requirement. During the site review, a detention pond was not performing as designed and is in need of maintenance. Please refer to the enclosed inspection report for additional findings and recommendations. Ms Moorhead may schedule a follow-up inspection to verify corrections to these violations within the next two months. The facility has a stormwater management plan and has conducted required visual and analytical monitoring. Annual employee training has not been conducted nor has the plan been reviewed for possible updates. Mr. Stamey was advised of the requirement of both training and plan update. A site review revealed the need to maintain the detention pond onsite. At the time of inspection it was in need of cleaning out. Mr. Stamey was reminded to document all maintenance activities as a part of the stormwater management plan. A shavings recycle bin was also found to be uncovered and within proximity to a stormdrain. It is recommended that a lid be placed on top of the shavings recycle bin to eliminate run through from precipitation events. The stormdrain located at the base of an old loading dock is also in need of attention to prevent sediment and shavings from entering the stormdrain system.
