Resources (DEMLR) is forwarding herewith the reissued Certificate of Coverage and
Stormwater/Wastewater General Permit. This permit is reissued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently
amended.) The following information is included with your permit package:

Significant changes to the General Permit are outlined in the Technical Bulletin.
Your coverage under the General Permit is transferable only through the specific action of DEMLR. This
permit does not affect the legal requirements to obtain other permits which may be required by the N.C.
Department of Environmental Quality, nor does it relieve the permittee from responsibility for
compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order,
judgment or decree.

In accordance with your application for a discharge permit received on October 3,
2014, we are forwarding herewith the subject certificate of coverage to discharge under the
subject state - NPDES general permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This certificate of coverage is not transferable. If the facility changes ownership or is
closed, the Division of Energy Mineral & Land Resources may require modification, revocation
or reissuance of the certificate of coverage.
Please be aware that mine dewatering at your site has the potential to impact adjacent
wetlands. The specific requirements for mine dewatering at facilities near wetlands can be
found in Part 111, Section E of your permit. You must have an approved Operation and
Monitoring Plan before mine dewat6ring discharges occur at your facility. Discharging
mine dewatering wastewater without Plan approval will be subject to enforcement action. An
Operation and Monitoring Plan for your facility must be submitted to the Wilmington Regional
Office within 60 days of your receipt of this permit. Contact Patrick McClain at the
Washington Regional Office at (252) 946-6481 for more information about the approval
process.
Please note that mine dewatering wastewater includes wet pit overflows caused
solely by direct rainfall and groundwater seepage for this type of mining operation. Any
discharge of this water (and any stormwater commingled with it) is subject to the effluent
limitations in this permit.

This general permit allows the discharge of stormwater and certain types of
wastewater from your facility. In your application, you specified that only mine dewatering
water would be discharged from this facility. If separate point -source discharges of
stormwater occur (i.e., stormwater not combined with mine dewatering water), you will be
required to adhere to the conditions in this permit for stormwater discharges.
This project is located in one of North Carolina's 20 coastal counties. Coastal
stormwater management rules (15A NCAC 2H .1000) may require an additional State
Stormwater Permit (different from the NPDES mining activities discharge permit). Please
contact Thom Edgerton in the Washington Regional Office at (252)946-6481 to determine
if you will be required to submit an application for a State Stormwater permit.
Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after July 22, 1997, must
be discharged through a correctly designed level spreader or another device that meets
diffuse Flow requirements per 15A NCAC 213.0233. Diffuse Flow requirements are described
in Chapter 8 of the North Carolina Stormwater BMP Manual, available at:

This permit does not affect the legal obligation to obtain other permits which may be
required by the Division of Energy, Mining, and Land Resources, or any other federal, state, or
local authorities.
Due to the expiration date of the General Permit, the expiration date, of this permit will
be automatically extended. You will receive notification of your permit status at a later time.

'The NPDES SW and WW permit NCG020000 covers closed -loop recycle systems, designed to exclude all stormwater run-off from
the system and operate at or below two -feet of freeboard. These systems may be permitted by a Non -discharge Recycle System
Permit from the Aquifer Protection Section (APS). OR may instead be permitted under NCG020000 to eliminate an additional permit.
Recycle systems that do not meet those criteria are considered discharging systems and are subject to the NCG020000 discharge
permit.

Application
I am respectfully submitting an application for an NPDES
discharge permit for a borrow pit in Craven County.
An on -site determination of potential jurisdictional features was
performed by the Land Management Group. The location of the wetlands
and the proposed buffers are also shown on the enclosed site plan. We
have also included the wetland survey approved by the Army Corps of
Engineers.
Barnhill Contracting Company proposes to pump water from a rim
ditch into the dewatering basin as shown on the mine map during the
initial start of the excavation. This basin has been designed for a
1,000 gallons per minute pump and a detention time of 2 days. Once
this area is mined out, it will then be used for storage of dewatering
from the next phase of the mining area. Water will be pumped into the
basin and pond utilizing a 6" submersible pump (Thompson Pump Model
46BST) at an average rate of approximately 650 gallons per minute.
This pit will be operated for Barnhill Contracting projects only and
will not be run on a continual basis. Use will be determined by
demand for sand for local projects. Because of the nature of this
work, withdrawal rates and discharge will vary greatly from month to
month. We intend to dewater only when we are actively mining sand and
not on a continuous basis. During times of mining we will typically
work 12 hour days and pump during those times. Therefore, any
discharges will be kept to a minimum. We have also applied for a
CCPCUA withdrawal permit through division of Water Resources since
this site is within Craven County.
Erosion control measures will be installed onsite prior to any
land disturbance taking place. Please reference the site plan for a
more detailed depiction of these measures. Any water within the
mining area will be directed to drain towards the pit. There are also
diversion ditches with check dams along both sides of the haul road to
control runoff from this area.

NPDES Notice of Intent Permit Application and supporting documents.

Please be aware that mine dewatering at your site has the potential to impact adjacent
wetlands. The specific requirements for mine dewatering at facilities near wetlands can be

mine dewatering wastewater without Plan'approval will be subject to enforcement action. An

I am respectfully submitting an application for an NPDES
discharge permit for a borrow pit in Craven County.
An on -site determination of potential jurisdictional features was
performed by the Land Management Group. The location of the wetlands
and the proposed buffers are also shown on the enclosed site plan. We
have also included the wetland survey approved by the Army Corps of
Engineers.
Barnhill Contracting Company proposes to pump water from a rim
ditch into the dewatering basin as shown on the mine map during the
initial start of the excavation. This basin has been designed for a
1,000 gallons per minute pump and a detention time of 2 days. Once
this area is mined out, it will then be used for storage of dewatering
from the next phase of the mining area. Water will be pumped into the
basin and pond utilizing a 611 submersible pump (Thompson Pump Model
46HST) at an average rate of approximately 650 gallons per minute.
This pit will be operated for Barnhill Contracting projects only and
will not be run on a continual basis. Use will be determined by
demand for sand for local projects. Because of the nature of this
work, withdrawal rates and discharge will vary greatly from month to
month. We intend to dewater only when we are actively mining sand and
not.on a continuous basis. During times of mining we will typically
work 12 hour days and pump during those times. Therefore, any
discharges will be kept to a minimum. We have also applied for a
CCPCUA withdrawal permit through division of Water Resources since
this site is within Craven County.
Erosion control measures will be installed onsite prior to any
land disturbance taking place. Please reference the site plan for a
more detailed depiction of these measures. Any water within the
mining area will be directed to drain towards the pit. There are also
diversion ditches with check dams along both sides of the haul road to
control runoff from this area.
Please find enclosed one (1) original and two (2) copies of the
NPDES Notice of Intent Permit Application and supporting documents.

authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures.
(2) For a partnership or sole proprietorship: by a general partner or the proprietor, respectively; or
(3) For a municipality, state, federal, or other public agency: by either a principal executive officer or ranking elected official.
I hereby request coverage under the referenced General Permit. I understand that coverage under this permit will
constitute the permit requirements for the discharge(s) and is enforceable in the same manner as an individual
permit.

Dear Mr. Bennett,
I am respectfully submitting an application for an NPDES
discharge permit for a borrow pit in Craven County.
An on -site determination of potential jurisdictional features was
performed by the Land Management Group,. The location of the wetlands
and the proposed buffers are also shown on the enclosed site plan. We
have also included the wetland survey approved by the Army Corps of
Engineers.
Barnhill Contracting Company proposes to pump water from a rim
ditch into the dewatering basin as shown on the mine map during the
initial start of the excavation. This basin has been designed for a
1,000 gallons per minute pump and a detention time of 2 days. Once
this area is mined out, it will then be used for storage of dewatering
from the next phase of the mining area. Water will be pumped into the
basin and pond utilizing a 611 submersible pump (Thompson Pump Model
46HST) at an average rate of approximately 650 gallons per minute.
This pit will be operated for Barnhill Contracting projects only and
will not be run on a continual basis. Use will be determined by
demand for sand for local projects. Because of the nature of this
work, withdrawal rates and discharge will vary greatly from month to
month. We intend to dewater only when we are actively mining sand and
not on a continuous basis. During times of mining we will typically
work 12 hour days and pump during those times. Therefore, any
discharges will be kept to a minimum. We have also applied for a
CCPCUA withdrawal permit through division of Water Resources since
this site is within Craven County.
Erosion control measures will be installed onsite prior to any
land disturbance taking place. Please reference the site plan for a
more detailed depiction of these measures. Any water within the
mining area will be directed to drain towards the pit. There are also
diversion ditches with check dams along both sides of the haul road to
control runoff from this area.

NPDES Notice of Intent Permit Application and supporting documents.
