No violations were observed. Prior to leaving the site an inspection debriefing was conducted with Mr. Shey Balance, Mine Operator. Items discussed to improve overall site conditions were; establishing vegatation on all possible slopes and the addition of rock at the construction entrance, as well as at the pump discharge and at the sediment basin weir. Vegetation will better stablize the basin, as will the addition of rock at both the pump discharge and at the basin discharge for energy dissipation. During the inspection, the discharge appeared reasonably clear, without negative impact to wetlands or to adjacent properties. The operation is following the O&M Plan. The mine was active and pump running at the time. Mr. Bill Ferrell employee of F & H Land Development (Mine Operator) arrived on site in a dump truck. Mr. Edgerton and I explained our intensions today. We exited the mine and drove to the adjoining property on the eastern side of the mine to see if any water was accumulating and saw nothing but stagnant water. Drove to Brier Hall Road (further east to the Wildlife Preserve) and followed it to see if any mine water was leaving the site on the eastern side of the property. Observed none at this time. Returned to the mine and observed the following: Pump dewatering northeast pit to 35x50 per plan; (see photo 002 and 009 discharge basin) basin discharges into the wooded area after water filters through coconut fiber wattle and continues to flow thru the wooded area within the tract(owned by First South Bank). The channel/ditch cut through the wooded area was filled in and covered with erosion control matting( see photo 6/9/14 Cahoon mine matting) allowing the water to flow away from the basin and mine. (see photo 0005 sediment basin discharge). We did not observe any additional new channeling. Rehydration of the wet area on the tract (owned by First South Bank) was observed (see photo 0015 mine discharge). The inspection continued to the western perimeter to determine if flooding was occurring on or near the western adjoining property owner (see photo 0028 property line) as the result of the dewatering of the mine. Flooding of adjacent property on the western side of the mine was not observed ( see photo 0027 no standing water). The inspection continued along the southern area to the haul road. No problems observed. See also overall aerial map of mine attachment. Met with Mr. Shey Balance employee (mine operator) after completing the inspection and made the following suggestions/recommendation to reduce the possible effects of erosion as the coconut fiber wattle breaks down and the absence of groundcover on the slopes of the sediment basin: 1-A rock check dam is suggested at the sediment basin outlet to reduce the energy from pump discharge (don't have to remove wattle; just place it downstream inside the permit boundary). 2-Recommended that a groundcover be provided on the slopes of the sediment basin to prevent further erosion. 3-Add additional stone for the construction entrance to prevent mud and other debris from getting on to Highway 64. 4- increase the width of the sediment basin weir to reduce the effects of channeling. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). This certificate of coverage is not transferable. If the facility changes ownership or is closed, the Division of Energy Mineral & Land Resources may require modification, revocation or reissuance of the certificate of coverage. The outlet for the basin will be a trapezoidial section 10' wide with a depth of 1.5'. The outlet section will be either lined with matting and coconut fiber wattles utilized, or Class B rip -rap with No. 57 stone utilized to prevent sediment from leaving the mine site. The pump is a 6" pump which will discharge into the end of the basin which will be the greatest distance from the outlet section. The inlet of the pump intake pipe will be tied to a floating device to keep it from pulling water from the bottom of the excavated area. No violations were observed. Prior to leaving the site an inspection debriefing was conducted with Mr. Shey Balance, Mine Operator. Items discussed to improve overall site conditions were; establishing vegatation on all possible slopes and the addition of rock at the construction entrance, as well as at the pump discharge and at the sediment basin weir. Vegetation will better stablize the basin, as will the addition of rock at both the pump discharge and at the basin discharge for energy dissipation. During the inspection, the discharge appeared reasonably clear, without negative impact to wetlands or to adjacent properties. The operation is following the O&M Plan. It may be an unexcavated buffer (no excavation, but roadways, berms and erosion & sedimentation control measures may be installed within it), an undisturbed buffer (no disturbance within the buffer whatsoever), or a combination of the two, depending upon the site conditions. Note that all buffers must be located within the mining permit boundaries. How wide a buffer will be maintained between any mining activity and any mining permit boundary or right-of-way at this site? A minimum buffer of 25 feet is recommended, although a wider buffer may be needed depending on site conditions. Show all buffer locations and widths on the mine map(s).
