Pumping Operation and Monitoring Plan Cofield Mine Certificate of Coverage NCG020*** 02-t R.A Newsome dba Newsome Sand and Gravel NC Highway 45 Cofield, Hertford County, NC May 29, 2012 This PUMPING OPERATION AND MONITORING PLAN was prepared in accordance with the requirements specified in the National Pollutant Discharge Elimination System (NPDES) General Permit for Mining (NCG020), and specifically as applied in the Certificate of Coverage for this location: Cofield Mine Certificate of Coverage NCG020*** R.A Newsome dba Newsome Sand and Gravel NC Highway 45 Cofield, Hertford County, NC May 29, 2012 This plan is designed to satisfy the requirements of Part III, Section E of the NPDES General Permit NCG0200. Background: The NPDES General Stormwater Permit for Mining (NCG020000) addresses impacts of mine dewatering wastewater pumping and discharge on surrounding areas, including potential impacts to wetlands. The NPDES Permit requires that the mine have a site specific plan for, 1) groundwater monitoring strategies to demonstrate the effect of pumping and establish any pumping regime necessary to reduce potential impacts to surrounding areas, and 2) detailed plans to maintain surrounding hydrology and respective monitoring to demonstrate compliance. In order to develop these plans, an effort must be made to understand the site - specific parameters. First, any wetlands that may be potentially impacted must be identified according to US Army Corps of Engineers criteria. Second, a study of potential impacts of groundwater levels must be conducted. This should include an examination of soil types, permeability, and various zones of groundwater within the zone of influence. Third, based on the groundwater data, an assessment of potential impacts to the wetlands by mine dewatering should be estimated. Finally, based on the potential impact, a plan should be developed to limit as well as monitor the potential impacts to the wetlands. Normally, an Operation and Monitoring (O&M) Plan is developed prior to any' discharge of mine dewatering wastewater. However, due to a misunderstanding of the regulations by the operators of this site, mine dewatering discharges have actually been occurring at this site for several years. In an effort to bring this site into compliance, this O&M Plan has been prepared to identify and prevent any potential impact to wetlands. Site description: The Cofield Mine is located approximately one mile east of Winton on NC Highway 45. The mine has been covered by NC Mining Permit for more than 20 years. It appears that it was also once covered under an NPDES Stormwater permit, but due to a misunderstanding or an oversight by the owner, the permit has not been active for many years. The area covered by the mining permit currently covers 50.19 acres, and of this acreage, 3Und 3 acres are designated as "mining area". Much of this area has been already min reclaimed, and at this point, only 10 acres are considered "active" and currently being mined. The reclaimed sand pits have been allowed to fill with water, and the slopes above water have been seeded to prevent erosion. The site is bounded on the north and west side by an Deep Creek. This creek has an indefinite channel in some areas, and may be classified as a "braided" stream. Much of the area surrounding this creek is wetland, naturally hydrated by the waters of the creek itself. The only wetlands in the vicinity of the mining areas are associated with this creek. While previous mining areas have been located within 100 feet of the wetlands, the current active mining area is located over 250 feet from the wetlands. The active mining area is primarily excavating sand from an elevated terrace deposit, which is almost entirely above the natural water table. Stormwater from within the mine generally is retained within the pit, and simply seeps into the sandy soil, Any overflow flows into a sediment pond, which in turn discharges into the above -described creek. At this time, since the excavation does not extend significantly below the water table, there is no pumping or dewatering of the pit. The eventual plan for this excavation is to excavate approximately 5-6 feet below the water table. At that time, there may be occasional need for dewatering. Wetland description: The wetlands around the Cofield Mine are associated with the flood plain of Deep Creek. The wetland areas are naturally hydrated by the variations in water level of Deep Creek and occasional flooding. Portions of the wetlands that were within 100 feet of the mining areas were delineated prior to mining permit approval. Buffers have always been maintained between the wetlands and any land disturbance as specified in the Mining Permit. These mining areas have been excavated and are now reclaimed and are naturally filled with water. Pumping and mine dewatering: As previously stated, an O&M Plan should be in place before any mine dewatering activity takes place. However, in this case, mine dewatering has been ongoing for several years. As described above, the current mining area does not extend significantly below the water table, so no water is pumped from the excavation at this time. Because the current excavation is a terrace deposit, most of the sand lies well above the water table. However, it is expected that eventually the excavation will extend 5 to 8 feet below the water table. At that time, occasional pumping of groundwater may be necessary. Because the excavation will only extend a few feet below water table, and the operation of the mine is somewhat variable, there may be extended times that no dewatering will occur. Any dewatering will be pumped into surrounding ponds or into the adjacent sediment pond. Impact of dewatering on adjacent wetlands: As previously stated, the current excavation does not extend significantly below the water table, therefore no dewatering is required at this time. At the maximum depth of the mine, the floor of the excavation will only be 5-8 feet below the water table. Therefore, any impact on surrounding groundwater levels will be minimal and will be confined to a zone very close the edge of the excavation. The wetlands at this site are adjacent and parallel to Deep Creek. At the closest point, the wetlands are approximately 275 feet from the excavation. For most of the area around the excavation, the pond lies between the wetlands and the excavation. For these reasons, it is reasonable to assume that the proposed excavation will have no impact on the wetlands. The depth of the excavation will only extend 5-8 feet below the water table, so the zone of influence of groundwater levels will be very small. The distance from the excavation to the wetlands is far enough that they are well outside any lowering of groundwater levels. The sediment pond lies between the excavation and the wetlands for much of the area. This pond will receive any mine dewatering water, and will serve to recharge any groundwater in this area. Finally, the wetlands are naturally hydrated by Deep Creek, which has a steady flow of water not impacted by any excavation dewatering activity. Further, it has been shown that previous pumping and dewatering activity have had no negative impact on any surrounding wetlands, since this activity has been ongoing for over 20 years, and the wetlands are healthy and thriving. Monitoring: While it is reasonable to expect that the proposed shallow excavation will have no impact on surrounding wetlands, and previous pumping activity has had no impact on the adjacent wetlands, a monitoring plan shall be established as a precaution. 1. Mine dewatering wastewater discharges shall be quantitatively and qualitatively monitored according to requirements of the NPDES permit. See the "Monitoring Requirements" in the Stormwater Pollution Prevention Plan, 2. The Discharge Point shall be examined at least weekly and within 24 hours of a rain event that causes a discharge to make sure that it is functioning as designed and that no sediment has discharged into the wetland. 3. A written record shall be kept of pumping times and rates. A record of rainfall shall also be kept in the Stormwater Pollution Prevention Plan. Background: The NPDES General Stormwater Permit for Mining (NCG020000) addresses impacts of mine dewatering wastewater pumping and discharge on surrounding areas, including potential impacts to wetlands. The NPDES Permit requires that the mine have a site specific plan for, 1) groundwater monitoring strategies to demonstrate the effect of pumping and establish any pumping regime necessary to reduce potential impacts to surrounding areas, and 2) detailed plans to maintain surrounding hydrology and respective monitoring to demonstrate compliance. In order to develop these plans, an effort must be made to understand the site - specific parameters. First, any wetlands that may be potentially impacted must be identified according to US Army Corps of Engineers criteria. Second, a study of potential impacts of groundwater levels must be conducted. This should include an examination of soil types, permeability, and various zones of groundwater within the zone of influence. Third, based on the groundwater data, an assessment of potential impacts to the wetlands by mine dewatering should be estimated. Finally, based on the potential impact, a plan should be developed to limit as well as monitor the potential impacts to the wetlands. Normally, an Operation and Monitoring (O&M) Plan is developed prior to any discharge of mine dewatering wastewater, However, due to a misunderstanding of the regulations by the operators of this site, mine dewatering discharges have actually been occurring at this site for several years. In an effort to bring this site into compliance, this O&M Plan has been prepared to identify and prevent any potential impact to wetlands. Site description: The Cofield Mine is located approximately one mile east of Winton on NC Highway 45. The mine has been covered by NC Mining Permit for more than 20 years. It appears that it was also once covered under an NPDES Stormwater permit, but due to a misunderstanding or an oversight by the owner, the permit has not been active for many years. The area covered by the mining permit currently covers 50.19 acres, and of this acreage, 33.33 acres are designated as "mining area". Much of this area has been already mine and reclaimed, and at this point, only 10 acres are considered "active" and currently being mined. The reclaimed sand pits have been allowed to fill with water, and the slopes above water have been seeded to prevent erosion. The site is bounded on the north and west side by an Deep Creek. This creek has an indefinite channel in some areas, and may be classified as a "braided" stream. Much of the area surrounding this creek is wetland, naturally hydrated by the waters of the creek itself. The only wetlands in the vicinity of the mining areas are associated with this creek. While previous mining areas have been located within 100 feet of the wetlands, the current active mining area is located over 250 feet from the wetlands. The active mining area is primarily excavating sand from an elevated terrace deposit, which is almost entirely above the natural water table. Stormwater from within the mine generally is retained within the pit, and simply seeps into the sandy soil. Any overflow flows into a sediment pond, which in turn discharges into the above -described creek. At this time, since the excavation does not extend significantly below the water table, there is no pumping or dewatering of the pit. The eventual plan for this excavation is to excavate approximately 5-6 feet below the water table. At that time, there may be occasional need for dewatering. Wetland description: The wetlands around the Cofield Mine are associated with the flood plain of Deep Creek. The wetland areas are naturally hydrated by the variations in water level of Deep Creek and occasional flooding. Portions of the wetlands that were within 100 feet of the mining areas were delineated prior to mining permit approval. Buffers have always been maintained between the wetlands and any land disturbance as specified in the Mining Permit. These mining areas have been excavated and are now reclaimed and are naturally filled with water. Pumping and mine dewatering: As previously stated, an O&M Plan should be in place before any mine dewatering activity takes place. However, in this case, mine dewatering has been ongoing for several years. As described above, the current mining area does not extend significantly below the water table, so no water is pumped from the excavation at this time. Because the current excavation is a terrace deposit, most of the sand lies well above the water table. However, it is expected that eventually the excavation will extend 5 to 8 feet below the water table. At that time, occasional pumping of groundwater may be necessary. Because the excavation will only extend a few feet below water table, and the operation of the mine is somewhat variable, there may be extended times that no dewatering will occur. Any dewatering will be pumped into surrounding ponds or into the adjacent sediment pond. Impact of dewatering on adjacent wetlands: As previously stated, the current excavation does not extend significantly below the water table, therefore no dewatering is required at this time. At the maximum depth of the mine, the floor of the excavation will only be 5-8 feet below the water table. Therefore, any impact on surrounding groundwater levels will be minimal and will be confined to a zone very close the edge of the excavation. The wetlands at this site are adjacent and parallel to Deep Creek. At the closest point, the wetlands are approximately 275 feet from the excavation. For most of the area around the excavation, the pond lies between the wetlands and the excavation. For these reasons, it is reasonable to assume that the proposed excavation will have no impact on the wetlands. The depth of the excavation will only extend 5-8 feet below the water table, so the zone of influence of groundwater levels will be very small. The distance from the excavation to the wetlands is far enough that they are well outside any lowering of groundwater levels. The sediment pond lies between the excavation and the wetlands for much of the area. This pond will receive any mine dewatering water, and will serve to recharge any groundwater in this area. Finally, the wetlands are naturally hydrated by Deep Creek, which has a steady flow of water not impacted by any excavation dewatering activity. Further, it has been shown that previous pumping and dewatering activity have had no negative impact on any surrounding wetlands, since this activity has been ongoing for over 20 years, and the wetlands are healthy and thriving. Monitoring: While it is reasonable to expect that the proposed shallow excavation will have no impact on surrounding wetlands, and previous pumping activity has had no impact on the adjacent wetlands, a monitoring plan should be established as a precaution. 1. The reclaimed areas requested for release total 17.75 acres, and are shown as "cross- hatched" on the Mine Map. The only active mining area on this site is located in the back (north) side of the property. This 10 acre area has internal drainage, and all stormwater is held within the pit. There is a large existing sediment pond that controls all runoff from this area, and has functioned as designed for many years. The reclaimed sand pits have been allowed to fill with water, and the slopes above water have been seeded to prevent erosion. The site is bounded on the north and west side by an Deep Creek. This creek has an indefinite channel in some areas, and may be classified as a "braided" stream. Much of the area surrounding this creek is wetland, naturally hydrated by the waters of the creek itself. The only wetlands in the vicinity of the mining areas are associated with this creek. While previous mining areas have been located within 100 feet of the wetlands, the current active mining area is located over 250 feet from the wetlands. At that time, there may be occasional need for dewatering. Wetland description: The wetlands around the Cofield Mine are associated with the flood plain of Deep Creek. The wetland areas are naturally hydrated by the variations in water level of Deep Creek and occasional flooding. Portions of the wetlands that were within 100 feet of the mining areas were delineated prior to mining permit approval. Buffers have always been maintained between the wetlands and any land disturbance as specified in the Mining, Permit. These mining areas have been excavated and are now reclaimed and are naturally filled with water. Pumping and mine. dewatering: As previously stated, an 4&M Plan should be in place before any mine dewatering activity takes place. However, in this case, mine dewatering has been ongoing for several years. As described above, the current mining area does not extend significantly below the water table, so no water is pumped from the excavation at this time. Because the current excavation is a terrace deposit, most of the sand lies well above the water table. However, it is expected that eventually the excavation will extend 5 to 8 feet below the water table. At that time, occasional pumping of groundwater may be necessary. Because the excavation will only extend a'few feet below water table, and the operation of the mine is somewhat variable, there may be extended times that no dewatering will occur. Any dewatering will be pumped into surrounding. ponds or into the adjacent sediment pond. Impact of dewatering on adjacent wetlands: As previously stated, the current excavation does not extend significantly below the water table, therefore no dewatering is required at this time. At the maximum depth of the mine, the floor of the excavation will only be 5-8 feet below the water table. Background: The NPDES General Stormwater Permit for Mining (NCG020000) addresses impacts of mine dewatering wastewater pumping and discharge on surrounding areas, including potential impacts to wetlands. The NPDES Permit requires that the mine have a site specific plan for, 1) groundwater monitoring strategies to demonstrate the effect of pumping and establish any pumping regime necessary to reduce potential impacts to surrounding areas, and 2) detailed plans to maintain surrounding hydrology and respective monitoring to demonstrate compliance. In order to develop these plans, an effort must be made to understand the site - specific parameters. First, any wetlands that may be potentially impacted must be identified according to US Army Corps of Engineers criteria. Second, a study of potential impacts of groundwater levels must be conducted. This should include an examination of soil types, permeability, and various zones of groundwater within the zone of influence. Third, based on the groundwater data, an assessment of potential impacts to the wetlands by mine dewatering should be estimated. Finally, based on the potential impact, a plan should be developed to limit as well as monitor the potential impacts to the wetlands. Normally, an Operation and Monitoring (O&M) Plan is developed prior to any discharge of mine dewatering wastewater. However, due to a misunderstanding of the regulations by the operators of this site, mine dewatering discharges have actually been occurring at this site for several years. In an effort to bring this site into compliance, this O&M Plan has been prepared to identify and prevent any potential impact to wetlands. Site description: The Cofield Mine is located approximately one mile east of Winton on NC Highway 45. The mine has been covered by NC Mining Permit for more than 20 years. It appears that it was also once covered under an NPDES Stormwater permit, but due to a misunderstanding or an oversight by the owner, the permit has not been active for many years. The area covered by the mining permit currently covers 50.19 acres, and of this acreage, 33.33 acres are designated as "mining area". Much of this area has been already mine and reclaimed, and at this point, only 10 acres are considered "active" and currently being mined. The reclaimed sand pits have been allowed to fill with water, and the slopes above water have been seeded to prevent erosion. The site is bounded on the north and west side by an Deep Creek. This creek has an indefinite channel in some areas, and may be classified as a "braided' stream. Much of the area surrounding this creek is wetland, naturally hydrated by the waters of the creek itself. The only wetlands in the vicinity of the mining areas are associated with this creek. While previous mining areas have been located within 100 feet of the wetlands, the current active mining area is located over 250 feet from the wetlands. The active mining area is primarily excavating sand from an elevated terrace deposit, which is almost entirely above the natural water table. Stormwater from within the mine generally is retained within the pit, and simply seeps into the sandy soil. Any overflow flows into a sediment pond, which in turn discharges into the above -described creek. At this time, since the excavation does not extend significantly below the water table, there is no pumping or dewatering of the pit. The eventual plan for this excavation is to excavate approximately 5-6 feet below the water table. At that time, there may be occasional need for dewatering. Wetland description: The wetlands around the Cofield Mine are associated with the flood plain of Deep Creek. The wetland areas are naturally hydrated by the variations in water level of Deep Creek and occasional flooding. Portions of the wetlands that were within 100 feet of the mining areas were delineated prior to mining permit approval. Buffers have always been maintained between the wetlands and any land disturbance as specified in the Mining Permit. These mining areas have been excavated and are now reclaimed and are naturally filled with water. Pumping and mine dewatering: As previously stated, an O&M Plan should be in place before any mine dewatering activity takes place. However, in this case, mine dewatering has been ongoing for several years. As described above, the current mining area does not extend significantly below the water table, so no water is pumped from the excavation at this time. Because the current excavation is a terrace deposit, most of the sand lies well above the water table. However, it is expected that eventually the excavation will extend 5 to 8 feet below the water table. At that time, occasional pumping of groundwater may be necessary. Because the excavation will only extend a few feet below water table, and the operation of the mine is somewhat variable, there may be extended times that no dewatering will occur. Any dewatering will be pumped into surrounding ponds or into the adjacent sediment pond. Impact of dewatering on adjacent wetlands: As previously stated, the current excavation does not extend significantly below the water table, therefore no dewatering is required at this time. Background: The NPDES General Stormwater Permit for Mining (NCG020000) addresses impacts of mine dewatering wastewater pumping and discharge on surrounding areas, including potential impacts to wetlands. The NPDES Permit requires that the mine have a site specific plan for, 1) groundwater monitoring strategies to demonstrate the effect of pumping and establish any pumping regime necessary to reduce potential impacts to surrounding areas, and 2) detailed plans to maintain surrounding hydrology and respective monitoring to demonstrate compliance. In order to develop these plans, an effort must be made to understand the site - specific parameters. First, any wetlands that may be potentially impacted must be identified according to US Army Corps of Engineers criteria. Second, a study of potential impacts of groundwater levels must be conducted. This should include an examination of soil types, permeability, and various zones of groundwater within the zone of influence. Third, based on the groundwater data, an assessment of potential impacts to the wetlands by mine dewatering should be estimated. Finally, based on the potential impact, a plan should be developed to limit as well as monitor the potential impacts to the wetlands. Normally, an Operation and Monitoring (O&M) Plan is developed prior to any discharge of mine dewatering wastewater. However, due to a misunderstanding of the regulations by the operators of this site, mine dewatering discharges have actually been occurring at this site for several years. In an effort to bring this site into compliance, this O&M Plan has been prepared to identify and prevent any potential impact to wetlands. Site description: The Cofield Mine is located approximately one mile east of Winton on NC Highway 45. The mine has been covered by NC Mining Permit for more than 20 years. It appears that it was also once covered under an NPDES Stormwater permit, but due to a misunderstanding or an oversight by the owner, the permit has not been active for many years. The area covered by the mining permit currently covers 50.19 acres, and of this acreage, 33.33 acres are designated as "mining area". Much of this area has been already mine and reclaimed, and at this point, only 10 acres are considered "active" and currently being mined. The reclaimed sand pits have been allowed to fill with water, and the slopes above water have been seeded to prevent erosion. The site is bounded on the north and west side by an Deep Creek. This creek has an indefinite channel in some areas, and may be classified as a "braided" stream. Much of the area surrounding this creek is wetland, naturally hydrated by the waters of the creek itself, The only wetlands in the vicinity of the mining areas are associated with this creek. While previous mining areas have been located within 100 feet of the wetlands, the current active mining area is located over 250 feet from the wetlands. The active mining area is primarily excavating sand from an elevated terrace deposit, which is almost entirely above the natural water table. Stormwater from within the mine generally is retained within the pit, and simply seeps into the sandy soil. Any overflow flows into a sediment pond, which in turn discharges into the above -described creek. At this time, since the excavation does not extend significantly below the water table, there is no pumping or dewatering of the pit. The eventual plan for this excavation is to excavate approximately 5-6 feet below the water table. At that time, there may be occasional need for dewatering. Wetland description: The wetlands around the Cofield Mine are associated with the flood plain of Deep Creek. The wetland areas are naturally hydrated by the variations in water level of Deep Creek and occasional flooding. Portions of the wetlands that were within 100 feet of the mining areas were delineated prior to mining permit approval. Buffers have always been maintained between the wetlands and any land disturbance as specified in the Mining Permit. These mining areas have been excavated and are now reclaimed and are naturally filled with water. Pumping and mine dewatering: As previously stated, an O&M Plan should be in place before any mine dewatering activity takes place. However, in this case, mine dewatering has been ongoing for several years. As described above, the current mining area does not extend significantly below the water table, so no water is pumped from the excavation at this time. Because the current excavation is a terrace deposit, most of the sand lies well above the water table. However, it is expected that eventually the excavation will extend 5 to 8 feet below the water table. At that time, occasional pumping of groundwater may be necessary. Because the excavation will only extend a few feet below water table, and the operation of the mine is somewhat variable, there may be extended times that no dewatering will occur. Any dewatering will be pumped into surrounding ponds or into the adjacent sediment pond. Impact of dewatering on adjacent wetlands: As previously stated, the current excavation does not extend significantly below the water table, therefore no dewatering is required at this time. At the maximum depth of the mine, the floor of the excavation will only be 5-8 feet below the water table. Therefore, any impact on surrounding groundwater levels will be minimal and will be confined to a zone very close the edge of the excavation. The wetlands at this site are adjacent and parallel to Deep Creek. At the closest point, the wetlands are approximately 275 feet from the excavation. For most of the area around the excavation, the pond lies between the wetlands and the excavation. For these reasons, it is reasonable to assume that the proposed excavation will have no impact on the wetlands. The depth of the excavation will only extend 5-8 feet below the water table, so the zone of influence of groundwater levels will be very small. The distance from the excavation to the wetlands is far enough that they are well outside any lowering of groundwater levels. The sediment pond lies between the excavation and the wetlands for much of the area. This pond will receive any mine dewatering water, and will serve to recharge any groundwater in this area. Finally, the wetlands are naturally hydrated by Deep Creek, which has a steady flow of water not impacted by any excavation dewatering activity, Further, it has been shown that previous pumping and dewatering activity have had no negative impact on any surrounding wetlands, since this activity has been ongoing for over 20 years, and the wetlands are healthy and thriving. Monitoring: While it is reasonable to expect that the proposed shallow excavation will have no impact on surrounding wetlands, and previous pumping activity has had no impact on the adjacent wetlands, a monitoring plan should be established as a precaution. 1. Mine dewatering wastewater discharges should be quantitatively and qualitatively monitored according to requirements of the NPDES permit. See the "Monitoring Requirements" in the Stormwater Pollution Prevention Plan. 2. The Discharge Point should be examined weekly to make sure that it is functioning as designed and that no sediment has discharged into the wetland. 3. Background: The NPDES General Stormwater Permit for Mining (NCG020000) addresses impacts of mine dewatering wastewater pumping and discharge on surrounding areas, including potential impacts to wetlands. The NPDES Permit requires that the mine have a site specific plan for, 1) groundwater monitoring strategies to demonstrate the effect of pumping and establish any pumping regime necessary to reduce potential impacts to surrounding areas, and 2) detailed plans to maintain surrounding hydrology and respective monitoring to demonstrate compliance. In order to develop these plans, an effort must be made to understand the site - specific parameters. First, any wetlands that may be potentially impacted must be identified according to US Army Corps of Engineers criteria. Second, a study of potential impacts of groundwater levels must be conducted. This should include an examination of soil types, permeability, and various zones of groundwater within the zone of influence. Third, based on the groundwater data, an assessment of potential impacts to the wetlands by mine dewatering should be estimated. Finally, based on the potential impact, a plan should be developed to limit as well as monitor the potential impacts to the wetlands. Normally, an Operation and Monitoring (O&M) Plan is developed prior to any discharge of mine dewatering wastewater. However, due to a misunderstanding of the regulations by the operators of this site, mine dewatering discharges have actually been occurring at this site for several years. In an effort to bring this site into compliance, this O&M Plan has been prepared to identify and prevent any potential impact to wetlands. Site description: The Cofield Mine is located approximately one mile east of Winton on NC Highway 45. The mine has been covered by NC Mining Permit for more than 20 years. It appears that it was also once covered under an NPDES Stormwater permit, but due to a misunderstanding or an oversight by the owner, the permit has not been active for many years. The area covered by the mining permit currently covers 50.19 acres, and of this acreage, 33.33 acres are designated as "mining area". Much of this area has been already mine and reclaimed, and at this point, only 10 acres are considered "active" and currently being mined. The reclaimed sand pits have been allowed to fill with water, and the slopes above water have been seeded to prevent erosion. The site is bounded on the north and west side by an Deep Creek. This creek has an indefinite channel in some areas, and may be classified as a "braided" stream. Much of the area surrounding this creek is wetland, naturally hydrated by the waters of the creek itself. The only wetlands in the vicinity of the mining areas are associated with this creek. While previous mining areas have been located within 100 feet of the wetlands, -the current active mining area is located over 250 feet from the wetlands. The active mining area is primarily excavating sand from an elevated terrace deposit, which is almost entirely above the natural water table. Stormwater from within the mine generally is retained within the pit; and simply seeps into the sandy soil. Any overflow flows into a sediment pond, which in turn discharges into the above -described creek. At this time, since the excavation does not extend significantly below the water table, there is no pumping or dewatering of the pit. The eventual plan for this excavation is to excavate approximately 5-6 feet below the water table. At that time, there may be occasional need for dewatering. Wetland description: The wetlands around the Cofield Mine are associated with the flood plain of Deep Creek. The wetland areas are naturally hydrated by the variations in water level of Deep Creek and occasional flooding. Portions of the wetlands that were within 100 feet of the mining areas were delineated prior to mining permit -approval. Buffers have always been maintained between the wetlands and any land disturbance as specified in the Mining Permit. These mining areas have been excavated and are now reclaimed and are naturally filled with water. Pumping and mine dewatering: As previously stated, an O&M Plan should be in place before any mine dewatering activity takes place. However, in this case, mine dewatering has been ongoing for several years. As described above, the current mining area does not extend significantly below the water table, so no water is pumped from the excavation at this time. Because the current excavation is a terrace deposit, most of the sand lies well above the water table. However, it is expected that eventually the excavation will extend 5 to 8 feet below the water table. At that time, occasional pumping of groundwater may be necessary. Because the excavation will only extend a few feet below water table, and the operation of the mine is somewhat variable, there may be extended times that no dewatering will occur. Any dewatering will be pumped into surrounding ponds or into the adjacent sediment pond. Impact of dewatering on adjacent wetlands: As previously stated, the current excavation does not extend significantly below the water table, therefore no dewatering is required at this time. At the maximum depth of the mine, the floor of the excavation will only be 5-8 feet below the water table. Therefore, any impact on surrounding groundwater levels will be minimal and will be confined to a zone very close the edge of the excavation. The wetlands at this site are adjacent and parallel to Deep Creek. At the closest point, the wetlands are approximately 275 feet from the excavation. For most of the area around the excavation, the pond lies between the wetlands and the excavation. For these reasons, it is reasonable to assume that the proposed excavation will have no impact on the wetlands. The depth of the excavation will only extend 5-8 feet below the water table, so the zone of influence of groundwater levels will be very small. The distance from the excavation to the wetlands is far enough that they are well outside any lowering of groundwater levels. The sediment pond lies between the excavation and the wetlands for much of the area. This pond will receive any mine dewatering water, and will serve to recharge any groundwater in this area. Finally, the wetlands are naturally hydrated by Deep Creek, which has a steady flow of water not impacted by any excavation dewatering activity. Further, it has been shown that previous pumping and dewatering activity have had no negative impact on any surrounding wetlands, since this activity has been ongoing for over 20 years, and the wetlands are healthy and thriving. Monitoring: While it is reasonable to expect that the proposed shallow excavation will have no impact on surrounding wetlands, and previous pumping activity has had no impact on the adjacent wetlands, a monitoring plan.should be established as a precaution. 1. Mine dewatering wastewater discharges should be quantitatively and qualitatively monitored according to requirements of the NPDES permit. See the "Monitoring Requirements" in the Stormwater Pollution Prevention Plan. 2. The Discharge Point should be examined weekly to make sure that it is functioning as designed and that no sediment has discharged into the wetland.
