Yourtime and assistance with this inspection was greatly appreciated. Below is list of findings developed from the inspection. 1. The subject certificate of coverage NCG020810 under permit NCG020000 was issued February 17, 2012 and expires December 31, 2014. Permit renewal and associated fees are required within 180 days permit expiration date. 2. The site consists of an existing +1- 46,000 square feet excavated sump inside a borrow pit. Sand is excavated and piled up to allow drying. Water covers approximately 40 percent of the pit. Water in the pit is lowered using a pump and hose. The discharge water flows into a filtration sock inside a small sediment basin with rip/rap to allow energy dissipation. The water sheet flows onto a vegetative cover. The edge of the borrow pit issloped to drain any stormwater back into the pit. 3. A Stormwater Pollution Prevention Plan (SWPPP) had not yet been developed. The SWPPP is required to be developed and implemented within 12 months of certificate of coverage permit issuance date. 4. This permit does require quarterly analytical monitoring at the sediment basin discharge outfall. Semi-annual qualitative monitoring is also required at the discharge outfall. Qualitative monitoring requirements can be found in Section D, Table 6 and analytical monitoring requirements can be found in Section E, Table 7. Which permits are you waiting on? I can check their status for you. Even though they show as expired on (BEAM, we may be processing a renewal request. Our policy is that they can continue to operate under the existing (expired) permit conditions as long as they are in the renewal process. Attachments: oil tanker beside discharge pt.JPG Robert, Natalie Landry and I went to Braswell Pit, NCG020810, in Johnston County on 12.19.2011. We did not find any streams or creeks or wetlands 150 feet from the discharge point that was depicted on the site map provided by the engineer. A 401 permit will not be required for this site. One concern we did have is that there is an fuel or oil tank located beside discharge piping that is used for dewatering. We noted some soil staining from the oil or fuel. This tank should be removed from its location and located outside the pit and secured to prevent it from falling over causing a spillage. I'm also sending you separately a copy of the full size plans they submitted. We have received an application for coverage of an existing clay mine under NCG 02 from Richard D. Braswell. The facility drains to an Moccasin Creek (class C; NSW) in Princeton (Johnston County). They don't have vehicle maintenance or haz. waste. Their DLR mining permit expired this year and DLR is still reviewing the renewal. The N01 states that they have mine dewatering within —150' of wetlands. Does the RRO have any concerns about issuing this facility a COC for this general permit? Do you want to hold the COC until you approve an O&M pumping plan? Thanks Robert D. Construction; modification, or installation of any new treatment components at an existing site requires an ATC. (If the site Is already covered by NCG020000, the ATC request may be submitted without an NOI). Some wastewater treatment facilities used to treat or recycle wastewater at mining sites will require an ATC rc for to construction per 15A NCAC 2H .0138. We did not find any streams or creeks or wetlands 150 feet from the discharge point that was depicted on the site map provided by the engineer. A 401 permit will not be required for this site. One concern we did have is that there is an fuel or oil tank located beside discharge piping that is used for dewatering. We noted some soil staining from the oil or fuel. This tank should be removed from its location and located outside the pit and secured to prevent it from falling over causing a spillage.
