Water Quality Certification Application for Biltmore Farms, LLC
The purpose of this Public Notice is outlined below. This notice is available electronically at

I. Public Notice and Notice of a Public Hearing on March 19. 2020 for Biltmore Farms. LLC
401 Water Quality Certification: DWR #20191577 Version 1
PUBLIC NOTICE is hereby given that on November 12, 2019, Biltmore Farms, LLC (One Town
Square Boulevard, Suite 330, Asheville NC 28803) applied to the N.C. Division of Water
Resources (DWR) for a 401 Water Quality Certification pursuant to Section 401 of the
Federal Clean Water Act and Title 15A NCAC 02H .0500. In accordance with the application
submitted on November 12, 2019, Biltmore Farms, LLC is seeking the certification to
permanently impact 0.067 acres of 404 jurisdictional wetlands and 141 linear feet of
jurisdictional stream, and to temporarily impact 116 linear feet of jurisdictional stream to
construct a bridge over the French Broad River in Buncombe County.
The public is hereby notified that DWR will hold a public hearing at 6 p.m. on Thursday,
March 19, 2020 at the Asheville -Buncombe Technical Community College (A.B. Tech)
Conference Center, located at 16 Fernihurst Drive, Asheville, NC 28801. Sign -in and speaker
registration will begin at 5:30 p.m. The purpose of this public hearing is to allow interested
persons to submit oral and/or written comments regarding the 401 Water Quality
Certification application submitted to DWR.
The public is also invited to comment in writing on the application. Written comments must
be received by DWR no later than 5 p.m. on Monday April 20, 2020. Please mail written
comments to: 401 Permitting, 1617 Mail Service Center, Raleigh, NC, 27699-1617. Written

Highway Swannanoa, NC 28778, and may be inspected with an appointment between 8 am
