On February 26, 2009, Autumn Hoban, of the Division of Water Quality (DWQ), Raleigh Regional Office,
performed a stormwater compliance evaluation inspection of the quarry. Your assistance and cooperation was
helpful and appreciated. Inspection findings are listed below.

Sunrock Corporation mines gravel, rock, and granite at the Person County quarry. Stormwater runoff and
process wastewater generated at such facilities is regulated by General Permit NCG020000. DWQ has
therefore issued Martin Marietta certificate of coverage, NCG020722, which became effective on January 18,
2008 and expires on December 31, 2009.
The facility is new and plans to start operations in March 2009. The facility currently has three stormwater
ponds installed, but expects to have 1-8 outfalls upon the completion of the mine.

Inspection Summary.
The facility has the SWP3 and was in compliance with the permit requirements. however, a bypass caused by
rilling and erosion was observed, and immediate action was taken to prevent discharge from reaching surface
waters. Please note that violations are subject to a civil penalty assessment of up to $25,000 per day for each
violation.
It is our goal to insure the quality of the surface waters of this State.

Inspection Summary:
The facility is new and expects to begin operations in March 2009.
The permittee did satisfy the permit requirements, but had a bypass of the asphalt stormwater pond due to a failed berm.
The berm was repaired and the bypass corrected within one week of the inspection. It has been communicated to the
permittee that weekly inspections are required and imperative during the construction phases of the mine to prevent
waste, spoil, sediment, and contaminants from discharging to surface waters.

Comment: This facility is new and was not operating the day of the inspection.
Start-up is expected in March 2009, but business is slow and only one order currently in
for the March start-up. The SWP3 requirements have been met, but the facility has not
been operating long enough to implement sampling. They have started visual
inspections. There is on -going construction at the site and the permittee is reminded
that the Stormwater BMP's are required to be maintained for land disturbing process
areas.
Rilling and erosion were observed at the asphalt facility berm creating a bypass of the
Asphalt stormwater pond that needed immediate repair. Photos were received the
week following the inspection showing that the repairs had been made.
Note: implementation of Stormwater BMP's must ensure wastes, spoils, contaminants,
and sediment do not enter the surface waters.

Comment: The permittee has conducted visual inspections and was in the process of
revising the inspection forms during my visit.
Since the site is still being constructed many changes to topography and landscape are
occurring daily. It is imperative that weekly inspections be done to ensure that breeches
such as the one observed the day of the inspection can be corrected prior to any
discharge into surface waters. Please note that violations are subject to a civil penalty
assessment of up to $25,000 per day for each violation.

Comment: The facility is new, eight outfalls are expected, but not all of the discharge
basins have been installed. Currently basin 7, 8 and the asphalt stormwater basin are
installed. The facility is seeking representative outfall status for 1-5 and expects to
sample 7, 8 and the asphalt stormwater basin outfall. The day of the inspection this
seemed reasonable.
The facility indicated they may also submit plans for the installation of a level spreader
for the asphalt stormwater pond discharge. This is a relatively good location for a level
spreader -A wooded buffer area and a lot of flat ground is present.

In accordance with your application for a discharge permit received on September 27, 2007, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental
Protection Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage.
As discussed during application review, discharges associated with the concrete plant proposed at
this mine location are not covered under General Permit NCG020000. Carolina Sunrock LLC must
apply for NPDES General Permit NCG 140000 (Ready -Mixed Concrete Operations). Discharges from
the concrete operation and wastewater treatment facility construction there may not begin until a COC
and Authorization to Construct (ATC) for NCG140000 are issued.
This permit does not affect the Iegal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other federal or local governmental permit that may be required.
