Skvarla,lll Secretary A Compliance Evaluation Inspection performed at the Burke Quarry on January 27, 2014, by personnel from this office verified that no industrial activity was taking place at the time of the inspection. Your recent request to keep the NCG020691 permit, but to discontinue stormwater monitoring is hereby approved based on the following conditions: • There shall be no industrial activities taking place, no stockpiles of raw materials (to include chemical additives) stored on the site, or wastewater or stormwater industrial discharges while the permittee is not monitoring. • No wastewater shall be generated and all wastewater treatment units, if any, shall be cleaned and stabilized, and inactivated as to render them harmless to the environment while the site is dormant. • The Stormwater Pollution Prevention Plan (SPPP) shall be kept updated to reflect the status of the facility. Updates and conditions of the SPPP of note are: o -The BMP Summary shall be reviewed and updated annually. o Training programs shall be developed and training provided at least once a year for facility personnel with responsibilities for: spill response and cleanup, preventative maintenance activities, and for any of the facility's operations that have the potential to contaminate stormwater runoff. o All aspects of the Stormwater Pollution Prevention Plan shall be reviewed and updated on an annual basis. The annual update shall include an updated list of significant spills or leaks of pollutants for the previous three years, or the notation that no spills have occurred. (Should non- stormwater discharges be discovered the permittee shall contact this office as soon as possible but in no case greater than 24 hours or the next business day). o Inspections of the facility and all stormwater systems shall occur as part of the Preventative Maintenance and Good Housekeeping Program at a minimum on a semiannual schedule. Qualitative and analytical monitoring actions as described in Part III, Sections A, B, C, D, and E do not have to be conducted — as long as the above conditions and all other permit conditions and limitations are met, including: o The annual permit fee must be paid. Failure to pay the annual permit fee will be considered a violation of the subiect permit. This office must be notified in writing and all components of the stormwater permit requiring updates made at least 30 days prior to commencing any industrial activity on the site, even if they are temporary. A copy of this letter must be maintained with the facility permit and associated plans and records for the life of the permit. Burke County Stone was issued a stormwater permit in 2006. The site has not been inspected for stormwater since the permit was issued. The quarry is not active. They have no equipment onsite and had planned to use the area for new employee training. Due to the lack of business they never started the quarry back up after purchasing it. We discussed the stormwater requirements with John Peck and asked if they were doing monitoring and following their SWPPP. They have not been taking samples or doing any of the required items in the SWPPP because the site is not active. They do not have SWPPP for the site. They do have a current mining permit and are in compliance with DLR. We told John that we would check on what they needed to do to at the site - Vulcan needs to submit a notification requesting dormant status. The annual stormwater permit fees will still need to paid and kept current. When Vulcan decides to go active again you can submit a simple request to do so. In looking at what they have submitted for their mining permit, we can not tell if there will be an impact from offsite stormwater or not, given the insufficient detail. This lack of information is only superceded by the lack of information in our NOI. I recommend that we return their NOI as being incomplete. (If you look at their NOI, you'll note there is no real information provided.) In the meantime, we will wait to see what Land Quality does with their requested modification of their mining permit.
