Apparently in May 2005 1 permitted this facility with COC #NCG020651 (original paper to the permittee, and paper copy to WARO), but I neglected to enter the issued COC into BIMS. WARO (Al Hodge) approved issuance of the original COC on 4/29/2005. As a temporary correction to our records for the moment, I have revised BIMS with the correct information on permit issuance, and it is no longer shown as a pending application. However, since I didn't enter the COC issuance into BIMS in 2005, the facility has never popped up for renewal, or fees, or inspections. I can get to my desired endpoint with this facility most easily by just issuing a new COC number to this facility, rather than trying to correct old records. (This has to do with avoiding the labor intensive path of Fran issuing permit fee invoices for 2006, 2007, 2008, 2009, 2010, 2011, and then waiving them. Apparently even more work than it sounds like, or is worth.) So, I have two questions for you on this permittee: • Do you know of any problems that would impact my intent to rescind COC #NCG020651, and issue a new COC based on WARO's original OK to issue the COC in 2005? • Are you aware of any problems with the site? This facility is located south of Saulston in Wayne County, bordering the southeast side of US Highway 13, just north of the impoundment on West Bear Creek. The discharge is to a UT to West Bear Creek, a C Sw NSW water. Google Maps aerial photo shows what I interpret to be piles of sand, two open mine pits substantially covered with water, and a total disturbed earth area of approximately 4 acres, of which maybe 1.1 acres are taken up by the two pits (approximately 0.7 acre and 0.4 acre). Bradley confirms from IBEAM that the DLR mining permit is still active. If you're ok with my expedited schedule, I'll contact the permittee in the next couple of work days and let him know four things: • I'll send him a new COC, with a new number, that will now be the official document authorizing his discharges. (I'll copy WARO, of course.) • He will begin to get annual billing of $100 (vs. the last permit fee of $80 in 2005); • The current version of NCG02 has changed since he was issued coverage under it, and so he should read it to become familiar with it; • WARO may be out to inspect, as their schedule priorities allow.
