The mine is inactive and appears to be closed which is consistent with the owner's (Rhett Taylor) statement that the "mine has been shut down for more than 3 years". I've also checked with the Division of Land Resources and they have "Released" this mine therefore it no longer has an active mining permit through DLR. My recommendation would be to rescind their permit. If you have any questions please call or write.
