In this followup inspection Mr.Tony Sample provided a tour to explain a recent request for representative outfall status and to show improvements made to the site. Diverting runon flows at the New Bridge crossing the creek into the next section to be mined has been improved by the creation of sediment ponds on both the left and right sides of the road, just before the bridge. The one on the right side is working, but the elevation on the left needs to be corrected. There was evidence that water had run onto the bridge, and would have gone to the creek except for a tiny berm left by the road grader. Tony spoke of installing a diversion berm in the entrance road further up the hill to make more of the water go to the right. In my opinion, the retention ponds seem small, and may not hold the water from a large rain, especially if more is diverted to the one on the right. When questioned about design, he declared that the whole bridge and related structures had been designed by their engineering department. There are periodically spaced openings along the full length of the bridge, said to be necessary to keep from water hydraulically moving the blocks. There are plans to crown the roadway when concrete is used to finish the bridge, so that will move rainwater to those holes. Fine, as long as the roadway is not covered by dust and dirt when the rains come. The retention pond that had blown out before the earlier inspection had been repaired, but not enlarged. The only change seemed to be a berm along the channel leading to that structure that would keep water from coming into the channel from the large watershed soon to be mined. A few dozen yards from the bridge is outfall #7 which is proposed to be representative of several others elsewhere in the mine. It would not be right now, because there is no mining activity going on in its watershed. I urge DWQ to carefully study the proposal in making this decision. In conclusion, there are still improvements that must be made to really have the bridge area ready for big rains. Representative outfall status just based on the idea that similar processes occur in the areas will need good evaluation.
