Don Mason (APAC-Harrison) assisted with the inspection. The quarry is beginning its slower business time and doing various maintenance activities. Much of the flow from the haul roads is now diverted tdthe old pit - with no discharge, which is beneficial (and 001 has recently been eliminated and diverted to the pit). Outfall 004 is from the basin near the entrance road and should be maintained (ditch lines should be maintained in this area and diverted to this basin - and the basin should be cleaned out). DWQ will allow APAC Harrison to eliminate monitoring from Outfall 002 - near the VMA. APAC should ensure that the contractor has appropriate spill kits and is aware of who to contact should a spill occur in that area. APAC should also ensure that other activities take place within the covered building. Although monitoring can be eliminated - routine inspection and maintenance on the basin should still be conducted and outlined in the SWPPP. Road washing is a source of turbidity to Mack Town Branch and the Tuckaseegee River (and was observed the day of inspection). DWQ is aware of the balance between dust control and keeping the road clean. The recommendation at this point - to try and alleviate the turbidity impact - is to outline a schedule for routine road maintenance (post schedule - make sure employees know when to conduct). The turbidity impact is not a chronic one - just a fairly acute one for a short duration. Periods of "No flow" have been reported during sampling periods. APAC may wish to re-evaluate the sampling protocol to ensure that stormwater samples can be taken during discharge events; this may require that personnel at the plant site grab samples during a discharge event (instead of Don having to come from a different location to grab a sample).
