Our contracted consultant conducted a storrmwater management inspection on 10/07/11. There were no signs of washout; however, the sediment basin needs attention at the upstream end. In an effort to locate points for upstream and downstream Turbidity sampling, it was found that there may be no discharge from SDO-1. From the culvert where SDO-1 samples are collected, the stormwater travels 600 to 750 feet through a soggy wooded area on our property with no channel outlet. The Neverson Quarry initiated Tier I steps on 10/26/10 for exceeding the benchmark for the 2"d 6-month-2010 sampling for TSS with a 106 mg/L concentration at SDO-1. Samples collected in the 1" 6-month 2011 period met the benchmark for TSS and the Standard for Turbidity (24 mg/L and 33.6 NTU), Since there have not been two (2) consecutive benchmark exceedances for TSS, the Neverson Quarry will continue with its Tier 1 steps of corrective actions to meet the limits. However, it appears that the next, sampling effort will result in a "No Discharge" from S DO-1. Since there was not a Tier One form included in the newly issued General Permit, I have recorded the sample results on the attached old DMR form. .is Should you have any questions or need additional information, please call me at our Pleasant Garden office: (336) 398-1262 or our Morrisville office: (919) 380-2746. There were instances when there were no discharges, and there may have been some instances when there were discharges, but the lab personnel were working at another Hanson site. There were rain events occurring on Saturdays which makes it extremely difficult to meet the 48-hour holding times for Setteable Solids and Turbidity. Also, warm weather storms are often accompanied by lightning, and it's too dangerous to collect samples. In years prior the newly issued permit, Hanson would begin sampling in the 3rd quarter, which left a 4th quarter buffer for obtaining a sample. We never missed sampling an outfall. When the new NCG020000 was recently issued, Hanson revised the SWPP Plans and thought its present sampling program would be adequate enough to collect the samples at all its locations. As it became apparent that we were having trouble sampling a discharge, the rain events started to decrease further, and there was little time to utilize consultants. Hanson regrets it was not able to collect samples at Outfalls SDO-1 and SDO-2 and realizes there are consequences stated in the first footnote under Section B, Table 1 of the permit: "triggers monthly monitoring". Do to the sudden issuance of the newly implemented NCG020000 General Permit, we request the Department allow Hanson the opportunity to successfully sample once during the current, 2"d 6-month period, 2010.
