The Plant Manager and corporate quality control manager conducted a stormwater management inspection on 10/26/10, and their findings indicate that plant water entered the stormwater sediment basin via leaking valve on the back-up water truck fill pipe. The valve was replaced on 1018110. The plant water would have increased suspended solids, and thereby, increase Turbidity. Secondly, it rained 4.6 inches on 9/29/10, and it is difficult for any stormwater control system to maintain levels below the Benchmarks during such a rain event. Hanson also plans to experiment with the use of "Floc Logs" to reduce TSS and Turbidity. To meet the benchmark for Turbidity, it is imperative that upstream and downstream Turbidity samples be collected at the receiving stream. Hanson is certain its discharge did not elevate the Turbidity in the receiving stream. A landscaper has been contracted to create and maintain pathways to the outfalls and beyond to the receiving stream. Hanson personnel have been made aware to collect samples upstream and downstream. Since there was not a Tier One form included in the newly issued General Permit, I have recorded the sample results on the old DMR form. Attached are sample results and a Qualitative Monitoring Report conducted at the time of sampling. Because this is the first year for the new General Permit, including sampling changes and tiered action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One Steps for TSS and Turbidity and not fall in to monthly sampling of Turbidity until two consecutive samplings result in exceedances of the 50 NTU Benchmark. Tier One steps have been initiated for TSS and Turbidity, and Hanson will continue to research methods for reducing Turbidity at our outfalls. A landscaper has been contracted to create and maintain pathways to the outfalls and beyond to the receiving stream. Hanson personnel have been made aware to collect samples upstream and downstream. Since there was not a Tier One form included in the newly issued General Permit, I have recorded the sample results on the old DMR form. Attached are sample results and a Qualitative Monitoring Report conducted at the time of sampling. Because this is the first year for the new General Permit, including sampling changes and tiered action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One Steps for TSS and Turbidity and not fall in to monthly sampling of Turbidity until two consecutive samplings result in exceedances of the 50 NTU Benchmark. Tier One steps have been initiated for TSS and Turbidity, and Hanson will continue to research methods for reducing Turbidity at our outfalls.
