On March 5, 2015, samples were collected from the SDO-1 outfall, and TSS concentrations were 282.0 mg/L, SS at 0.50 �mLlLlhr, and the Turbidity results were 309 NTU upstream and 720 NTU downstream. Our Stormwater Pollution Prevention Team found that the stormwater feeding this SDO-1 Outfall originates off site, and very little land disturbance feeds the vegetated ditches on Hanson property prior the discharge. It was recommended that Hanson personnel install a rip rap check dam in the wide vegetated ditch just upstream of the discharge pipe. The check dam will serve as a baffle and will also (control the flow during a rain event Upon receiving the lab results, the discharge area was inspected for deficiencies, and an additional measure, namely the check dam, was installed. There has rarely been an exceedance at this outfalll, and though this places the facility into Tier 1 as dictated by the Permit, we respectfully Iequest that monthly monitoring of Turbidity not be required since it is doubtful the discharge was the sole contributor of the turbid downstream result, nor did it contribute to the turbid upstream result. Attached is the Benchmark Exceedance Form with monitoring results. In the first period, SDO-2 downstream Turbidity sarrlple measured 67.6 NTU with an upstream of 60.4NTU. This is surprising because the SDO-2 TSS sample measured a compliant 43 mg1L, In the 2nd period, our contracted sampler collected samples on a day that followed at least 3 days of rain. Samples werc� collected on 07/01/2013, and SDO-1 TSS exceeded the Benchmark with 114 mg/L, and the downstream Turbidity was 395 NTU following an upstream Turbidity of 228 NTU. The excessive Turbidity levels indicate a receiving stream after several rain events. We collected samples from SDO-1 on February 3, 2014 that resulted with a TSS of 50 mg/L and a downstream Turbidity of 7.7 NTU. There was no discharge at SDO-2. Attached is the Benchmark Exceedance Form with monitoring results and the exceedances highlighted in yellow. In the first period, SDO-2 downstream Turbidity sample measured 67.6 NTU with an upstream of 60ANTU. This is surprising because the S1 )0-2 TSS sample measured a compliant 43 mg/L. In the 2"d period, our contracted sampler collected samples on a day that followed at least 3 days of rain. Samples were collected on 07/01/2013, and SDO-1 TSS exceeded the Benchmark with 114 mg1L, and the downstream Turbidity was 395 NTU following an upstream Turbidity of 228 NTU. The excessive Turbidity levels indicate a receiving stream after several rain events. We collected samples from SDO-1 on February 3, 2014 that resulted with a TSS of 50 mg/L ane a downstream Turbidity of 7.7 NTU. There was no discharge at SDO-2. Attached is the Benchmark Exceedance Form with monitoring results and the exceedances highlighted in yellow. The sample results were received on 10/11/10, and the Plant Manager and Asst. Plant Manager conducted a stormwater management inspection on 10/19/10 and a second inspection on 110/25110. Their findings indicate that the colloidal material in the sediment basin seem to settle out enough to meet the benchmark for TSS but not Turbidity. To further reduce Turbidity, plans were discussed to reduce the flow from the riser barrel, and thereby gain additional detention time. We also plan experimenting with "Floc Lochs" at the outlet pipe. To meet the benchmark for Turbidity, it is imperative that upstream and downstream Turbidity samples be collected at the receiving stream. Hanson is certain its. discharge did not elevate the Turbidity in the receiving stream. Hanson personnel have been made aware to collect samples upstream and downstream. Sampling upstream and downstream should demonstrate that our discharge does not elevate Turbidity at the receiving stream, A landscaper has been contracted to create and maintain pathways to the outfalls and beyond to the receiving stream. Hanson personnel have been made aware to collect samples upstream and downstream. We will continue to research methods to drop the reduce Turbidity contained in the sediment basin. Item #6 under Tier One instructions states to include monitoring results for that sampling period. Since there was not a Tier One form included in the newly issued General Permit, I have recorded the sample results on the old DMR form. Attached are sample results and a Qualitative Monitoring Report conducted at the time of sampling. Because this is the first year for the new General Permit, including sampling changes and tiered action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One Steps and not fall in to monthly sampling until two consecutive samplings result in exceedances of the 50 NTU Benchmark for Turbidity. The sample results were received on 10/11/10, and the Plant Manager and Asst. Plant Manager conducted a stormwater management inspection on 10/19/10 and a second inspection on 110/25/10. Their findings indicate that the colloidal material in the sediment basin seem to settle out enough to meet the benchmark for TSS but not Turbidity. To further reduce Turbidity, plans were discussed to reduce 'the =flow -from the -riser barrel, and thereby gain additional detention time. We also plan. experimenting'with "Floc logs" at the outlet pipe. To meet the benchmark for Turbidity, it is imperative that upstream and downstream Turbidity samples be collected at the receiving stream. Hanson is certain its discharge did not elevate the Turbidity in the receiving stream: Hanson personnel have been made aware to collect samples upstream and downstream. Sampling upstream and downstream should demonstrate that our discharge does not elevate Turbidity at the receiving stream. A landscaper has been contracted to create and maintain pathways to the outfalls and beyond to the receiving stream. Hanson personnel have been made aware to collect samples upstream and downstream. We will continue to research methods to drop the reduce Turbidity contained in the sediment basin. Item #6 under Tier One instructions states to include monitoring results for that sampling period. Since there was not a Tier One form included in the newly issued General Permit, I have recorded the sample results on the old DMR form. Attached are sample results and a Qualitative Monitoring Report conducted at the time of sampling. Because this is the first year for the new General Permit, including sampling changes and tiered action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One Steps and not fall in to monthly sampling until two consecutive samplings result in exceedances of the 50 NTU Benchmark for Turbidity. Tier One steps have been initiated for Turbidity, and Hanson will continue to research methods for reducing Turbidity at our outfalls. Due to the large public {demand for file access, we request that you call at least a day in advance to schedule an appointment for file review so you can be accommodated. Appointments are scheduled between 9:00 a.m. and 3:00 p.m. Monday —Thursda . Viewin time ends at 4:00 p.m. Anyone arriving without an appointment may view the files to the extent that time and staff supervision are available. 2. You must specify files you want to review by facility name or incident number, as appropriate. The number of files thatyoumay review at one appointment will be limited to five. 3. You may make copies of a file when the copier is not in use by the staff and if time permits. Cost per copy is 2.5 cents for ALL copies if making more than 25 copies - there is no charge if less than 25 copies are made. Payment is to be made by check, money order, or cash in the administrative offices. 4. FILES MUST BE KEPT IN THE ORDER YOU RECEIVED THEM. Files may not be taken from the office. No briefcases, large totes, etc. are permitted in the file review area. To remove, alter, deface, mutilate, or destroy material in one of these files is a misdemeanor for which you can be fined up'to $500.00. 5. In accordance with General Statute 25-3-512, a $25.00 processing fee will be charged and collected for checks on which payment has been refused. 6.
