Based on the inspection report and our conversation on July 10, 2012, you have lour storm water concerns at our facility. The following compliance plan addresses those concerns. 1. Storm water is carrying fine particles to Kimsey Creek from our driveway near the scale house. We are addressing this concern by re -directing the storm water flow. We will increase the berm sire between the road and creek, We will cut a ditch on the side of the road to convey storm water toward the quarry pit. We will remove the crown From the road so that water will flow toward the pit. This work will be completed by July 11, 2012, 2. Storm water is carrying fine particles into a storm grate near the production buildings. We will address this concern by building a sediment pond that will catch the storm water before it reaches the storm grate. The sediment pond discharges by pipe to the storm grate. The road to the east of the production building will be graded to divert water to the quarry pit. This work will be completed by July 17, 2011 3. Has the required monitoring been done? Pisgah Environmental is contracted to perform the monitoring, Mr. Dan March assures me that all monitoring is complete and Oldcastle Materials Fletcher Limestone is in compliance. Mr. March also assures me that the required reporting will be completed when it is due at the end of the year. 4. The Storm Water Pollution Prevention Plan {SWP3} needs updating. will update the SWP3 over the next few months, f you have any further questions or concerns, please call Mr_ Jeff Barrel$ at 706 260 9406 of myselfat R28 76 1 2025 Greg Davis Environmental Manager Harrison Construction Company P.O. Enclosed is a copy of the Compliance Inspection Report, which contains observations and comments for your review. The facility is not currently in compliance with permit NCG020167 and must submit a compliance plan by July 31, 2012. As stated in the inspection report, it would behoove Oldcastle to have Don Mason review the site (based on his experience with other APAC mine sites). The DWQ will work with Oldcastle Materials to obtain compliance with the stormwater permit. The site layout is such that much of the runoff goes to the main pit. The main pit area appears to be the historical low area where Kimsey Creek used to run (and has now been diverted running parallel to the pit on the east side). Part of Kimsey Creek still bisects the plant. There are several ponds/basins on -site and it appears that some are sized to not discharge. Dewatering pit water is diverted to a pond/basin to the southeast of Kimsey Creek. Per David, this basin overflows (depending on rainfall events) and is monitored. The processing area has many fine particles which are likely carried directly to Kimsey Creek. This area should be evaluated and fine particles diverted to a detention basin as much as possible. Visual observation of Kimsey Creek (near the walkway bridge) did not show obvious signs of solids deposition. This office has not received complaints with regard to this facility. DWQ was unable to access further downstream at the time of the inspection. DWQ will work with Oldcastle to ensure compliance. Upstream and downstream monitoring may be valuable, based on the layout of the facility. All outfallslbasins should be evaluated to determine which may be need to be sampled (some ponds appear to be recycle only; others may be sized to not have a discharge). DWQ will request that Don Mason and Greg Davis of APAC review the site and develop a plan for compliance for this facility.
