Samples were collected during a rain event having a total rainfall of 1.50 inches. The samples for TSS, Turbidity, and TPH resulted in concentrations well within the benchmark limits for TSS and Turbidity: TSS = 46.3 mg/L, Turbidity = 47.7 NTU, and TPH <5.0 mg/L. Settleable Solids, however, results were 0.50 ml/l. The higher SS result seems odd with favorable TSS, Turbidity, and TPH results; furthermore, the qualitative monitoring report completed at the time of sampling did not reflect a high SS concentration. Within two weeks of receiving the sample results, Tier 1 response steps were taken. Physical improvements were noted, and corrective actions were taken. There were some small areas along the ditch line with red clay exposed and a few spots where stormwater could be diverted toward the Pit. We were not able to collect samples in the second period due to "no flow". Tier 1 steps were taken as stated in the new General Permit, but I didn't see the 30-day notification requirement until I completed the DMRs this week and saw the actual submittal timing stated on the benchmark exceedance form. There were no exceedances from SDO-4 and no discharges at SDO-6. However, at SDO-5, there were 3 TSS exceedances, 5 Turbidity exceedances, and 1 Settleable Solids exceedance. Hanson has refurbished the SDO-5 erosion control outlet check dam, cleaned out the sediment basin, installed a pre -check dam, and grassed areas in the watershed. However, it may be that the collected stormwater needs to be routed to the Pit where it can co -mingle with the process/mine dewatering operation. The Benchmark Exceedance Form with monitoring results is attached, and the exceedances are highlighted in yellow. Hanson has seen significant improvements in TSS and Turbidity but will need to grass more areas in the SDO-5 watershed, as well as, clean the basin again. There were no exceedances from SDO-4 and no discharges at SDO-6. However, at SDO-5, there were 3 TSS exceedances, 5 Turbidity exceedances, and 1 Settleable Solids exceedance. Hanson has refurbished the SDO-5 erosion control outlet check dam, cleaned out the sediment basin, installed a pre -check dam, and grassed areas in the watershed. However, it may be that the collected stormwater needs to be routed to the Pit where it can co -mingle with the process/mine dewatering operation. Additionally, the Settleable Solids sample at SDO-4 on collected on 9/18/12 resulted in a concentration of 0.20 mUL, above the 0.10 mLIL benchmark limit. In accordance with the General Permit, Hanson continues to collect Turbidity samples due to the exceedances of the benchmark limit for Turbidity. In the 1516-month period 2012, Hanson cleaned out the basins and rebuilt the check dams at Outfalls SDO 4, 5, and 6. At SDO 5 and 6, pre-treatment berms were installed to further treat stormwater. At SDO-5, prior the pretreatment berm, a large area of grass was planted to filter and spread the flow. A lot of the stormwater flowing toward SDO-6 has been re -directed toward the pit, and the discharge has been practically eliminated. SDO-4 doesn't have much room for a larger basin; however, we have attempted to clean the gravel and spread the flow. As a result from these efforts, The Turbidity result at SDO-5 on 9/18/12 was 53.8 NTU and on 1018112 was 51.2 NTU with a benchmark limit of 50 NTU. We are not able to collect upstream and downstream sampling at SDO-5. At SDO-4 on 9/18/12, the upstream Turbidity was 94 NTU, and the downstream was 187 NTU. At SDO-4 on 1018/12, the upstream Turbidity was 53.2 NTU, and the downstream was 159 NTU. As stated in previous correspondence, Hanson is collecting TSS samples monthly because our contracted sampler was confused when collecting the 2no period 2011 samples; he only collected Turbidity samples. SDO-5 and SDO-6 sample results exceeded the benchmark for Total Suspended Solids (TSS) from samples also collected on 6/29/11. The plant manager and environmental manager conducted a stormwater management inspection on 7/25/11, and the findings indicate that the colloidal material in the SDO-4 sediment basin seem to settle out enough to meet the benchmark for TSS but not the Standard for Turbidity. The contracted consultant taking the samples should have collected samples upstream and downstream as offered by the General Permit. The basin prior SDO-5 outfall needs cleaning out. Furthermore, there were two (2) openings in the diversion berming that allowed stormwater to bypass the pre-treatment rock berms. Plans are to clean the basin, repair the berming, and add a pre-treatment basin. Our contracted consultant determined there was no feasible method for collecting Turbidity samples upstream and downstream of Outfall No. SDO-5, so Turbidity samples will continue to be sampled at the outfall. Outfall No. 6 consists of a sediment basin followed by a stone and rip rap check dam. It takes a significant rain event for this outfall to discharge. There is no evidence of washout or sediment downstream of the outfall, and the 6/29/11 sample only slightly exceeded the benchmark for TSS. A portion of the final basin needs cleaning, and we plan installing a pre-treatment basin. A method for sampling Turbidity was found for SDO-6, and the next sampling will consist of upstream and downstream sampling for Turbidity. Tier I steps have been initiated due to the benchmark exceedances for TSS at Outfalls SDO-5 and SDO-6. Monthly sampling will begin at Outfalls SDO-4, SDO-5, and SDO-6. Stormwater Outfall Nos. SDO-5 and SDO-6 sample results exceeded the benchmark for Turbidity from samples collected on 9/30/10. The Plant Manager and corporate quality control manager conducted a stormwater management inspection on 10/26/10. and their findings indicate that the colloidal material in the sediment basin seem to settle out enough to meet the benchmark for TSS but not Turbidity. Outfall No. SDO-4 is representative of Outfall Nos. SDO-1, SDO-2, and SDO-3, and the stormwater manage inspection covered these outfalls, as well. Each of these four outfalls represents a quadrant of a vegetated haul road/stream crossing, and each watershed is well vegetated. There was a minimal amount of sediment removed from a small basin prior the SDO- 1 outfall and a slight repair of the check dam made at SDO-4 prior the 9//27/10 sampling. To meet the benchmark for Turbidity, it is imperative that upstream and downstream Turbidity samples be collected at the receiving stream. Hanson is certain its discharge did not elevate the Turbidity in the receiving stream. A landscaper has been contracted to create and maintain pathways to the outfalls and beyond to the receiving stream. Hanson personnel have been made aware to collect samples upstream and downstream. Outfall No. 5 consists of a sediment basin followed by a stone and rip rap check dam. It takes a significant rain event for this outfall to discharge. In fact, on 9/27/10, Outfall No. 5 did not discharge during a 1-1/2" rain event. On 9/30/10, there was a discharge during a 4-1/2" rain event, and this type of rain event would make it difficult for any outfall to meet the Turbidity benchmark. The inspection revealed little washout at the discharge, but plans were made to remove any accumulated sediment from the sediment basin and the addition of clean wash stone to the upstream side of each check dam. Outfall No. 6 consists of a sediment basin followed by a stone and rip rap check dam. It takes a significant rain event for this outfall to discharge. In fact, on 9/27/10, Outfall No. 6 did not discharge during a 1-112" rain event. On 9/30/10, there was a discharge during a 4-112" rain event, and this type of rain event would make it difficult for any outfall to meet the Turbidity benchmark. Sampling upstream and downstream should demonstrate that our discharges do not elevate Turbidity at the receiving streams. We will continue to research methods to reduce Turbidity at our discharges by maintaining the basins and outlet structures and researching Turbidity reduction methods. Item #6 under Tier One instructions states to include monitoring results for that sampling period. Since there was not a Tier One form included in the newly issued General Permit, I have recorded the sample results on the old DMR form. Attached are sample results and a Qualitative Monitoring Report conducted at the time of sampling each outfall. Because this is the first year for the new General Permit, including sampling changes and tiered action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One Steps and not fall in to monthly sampling until two consecutive samplings result in exceedances of the 50 NTU Benchmark for Turbidity. Tier One steps have been initiated for Turbidity, and Hanson will continue to research methods for reducing Turbidity at our outfalls. Stormwater Outfall Nos. SDO-5 and SDO-6 sample results exceeded the benchmark for Turbidity from samples collected on 9/30/10. The Plant Manager and corporate quality control manager conducted a Stormwater management inspection on 10/26/10, and their findings indicate that the colloidal material in the sediment basin seem to settle out enough to meet the benchmark for TSS but not Turbidity. Outfall No. SDO-4 is representative of Outfall Nos. SDO-1, SDO-2, and SDO-3, and the stormwater manage inspection covered these outfalls, as well. Each of these four outfalls represents a quadrant of a vegetated haul road/stream crossing, and each watershed is well vegetated. There was a minimal amount of sediment removed from a small basin prior the SDO- 1 outfall and a slight repair of the check dam made at SDO-4 prior the 91127110 sampling. To meet the benchmark for Turbidity, it is imperative that upstream and downstream Turbidity samples be collected at the receiving stream. Hanson is certain its discharge did not elevate the Turbidity in the receiving stream. A landscaper has been contracted to create and maintain pathways to the outfalls and beyond to the receiving stream. Hanson personnel have been made aware to collect samples upstream and downstream. Outfall No. 5 consists of a sediment basin followed by a stone and rip rap check dam. It takes a significant rain event for this outfall to discharge. In fact, on 9/27/10, Outfall No. 5 did not discharge during a 1-112" rain event. On 9/30/10, there was a discharge during a 4-112" rain event, and this type of rain event would make it difficult for any outfall to meet the Turbidity benchmark. The inspection revealed little washout at the discharge, but plans were made to remove any accumulated sediment from the sediment basin and the addition of clean wash stone to the upstream side of each check dam. We will continue to research methods to reduce Turbidity at our discharges by maintaining the basins and outlet structures and researching Turbidity reduction methods. Item #6 under Tier One instructions states to include monitoring results for that sampling period. Since there was not a Tier One form included in the newly issued General Permit, I have recorded the sample results on the old DMR form. Attached are sample results and a Qualitative Monitoring Report conducted at the time of sampling each outfall. Because this is the first year for the new General Permit, including sampling changes and tiered action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One Steps and not fall in to monthly sampling until two consecutive samplings result in exceedances of the 50 NTU Benchmark for Turbidity. Tier One steps have been initiated for Turbidity, and Hanson will continue to research methods for reducing Turbidity at our outfalls.
