Skvarla, III, Secretary Martin Marietta Materials, Inc. - Garner Quarry Wake County Dear Mr. Wijesuriya: On November 25, 2013, I, Joe Dupree, of the Raleigh Regional Office, along with Ashley Rodgers, PE - and Chris Pullinger, also of the Raleigh Regional Office, carried out a stormwater compliance evaluation inspection (CEI) for the above permit. The availability of Mr. Nuwan Wijesuriya and Mr. Charles Horton to assist me, was appreciated as it facilitated the inspection. A synopsis of the inspection is discussed below: 1. The Stormwater Pollution Prevention Plan (SPPP) was available during the inspection. The SPPP was reviewed and updated annually during this permit cycle. All components of the plan were evaluated during the CEI, and the plan was found to be complete, and being put into active use. 2. The Stormwater Discharge Outfalls (SDO) were inspected during the inspection. The SDO appear to be adequately capturing all of the stormwater corning from the production area. 3. Qualitative monitoring results were reviewed during the CEI. Qualitative monitoring results were available and up to date, and within benchmarks. 4. It appears that the current permit will expire on December 31, 2014. An application for renewal of your permit is required to be received a minimum ol'six months prior to its expiration, One NorthCarolina Naturally North Carolina Division of Water Quality Raleigh Regional Office Surface Water Protection Phone 5919) 791-4200 Customer Service Internet: www.ncwaterquality.org 1628 Mail Service Center Raleigh, NC 27699-1628 FAX (919) 788-7159 B77-623.67,48 An Equal Opportunity/Affirmative Action Employer — 50% Recycled110% Post Consumer Paper ' Martin Marietta - Garner Quarry Compliance Evaluation Inspection Page 2 ol'2 It is apparent that the Stormwater Program is being carried out for the Martin Marietta Materials Inc. — Garner Quarry facility. As such, please find attached a copy of the Material Data Safety Sheet (MSDS) for the Iocculant. As you can see from Section 15 of the MSDS, this product does not fall under SARA Title III Section 313 Toxic Chemicals reporting requirement. As mentioned above, the plant process water settling ponds are completely closed loop and have been designed to operate with two feet of freeboard. It is our understanding from reviewing Permit NCG020000 and the Technical Bulletin that the approval for flocculent use was only applicable to use in treatment facilities that have the potential to discharge. As stated, this flocculent will be used in a closed loop system. This type of system is exempt from Elie Authorization to Construct requirements for the same reason that we assumed flocculent use was exempt. All of the water contained in these systems remains on site and effluent limitations are not an issue. The Technical Bulletin definition of Treatment Facility also reinforces this by stating that these facilities are used to meet effluent limitations. OFFICE In accordance with the conditions of General Permit No. NCG020000, this letter is to serve as written notification as to Martin Marietta's intentions in the aftermath of Hurricane Fran which occurred on September 5, 1996. Due to high sustained winds and extensive rainfall amounts, a number of the Martin Marietta Aggregate facilities regulated by the Raleigh Regional Office experienced major pit flooding, electrical failure and structural damage. In order to return to normal operating conditions, emergency measures are being implemented to remove stormwater which has accumulated within the respective pits. During the dewatering process, discharge flow amounts may be significantly higher than normally reported. An explanation as to the specifics of the storm will be included on the Discharge Monitoring Report (DMR) for each facility where a permit exceedance is experienced. Thank you for your cooperation regarding this unfortunate upset. Should you have any questions, or should any additional information be required, please contact this office at 919/781-4550. NC 27622 Dear Mr. Whitt: k ".4 [DEHNR Subject: Re -Authorization to Construct Garner Quarry NCG020086 Wake County In accordance with your request for an amendment to the Authorization to Construct issued January 6, 1995, received in our office as per your letter of February 8, 1995, approval is hereby granted. It is our understanding that the original design measurements of the settling cells were based on an approximation of the areas available. Per your letter, a recent survey of the areas revealed that there is room enough to increase capacity of storage of the cells by lengthening the cells. It is also our understanding that these changes would have no effect on the pipe sizes, flow rates, weir sizes or the pump sizes, but would increase the efficiency to collect more fines. This Authorization to Construct is issued in accordance with Part III, Paragraph 2 of NPDES General Permit No. NCG020000, Certificate of Coverage NCG020086, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in the General Permit. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. The Raleigh Regional Office, telephone number (919) 571-4700, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an in - place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. This system will replace the current system that has been in operation at the site for many years. This new system will consist of 4 ponds that receive wash water from the plant. Fines from the water will settle out in the system and the clean water is pumped back to the wash plant. This site is currently covered by Certificate of Coverage # NCG020086 issued under General Permit # NCG020000. This general permit covers the operation and maintenance of the present closed loop system. As required the construction details have been sealed by a Professional Engineer. As stated on the details, this system will have the required 2 foot of freeboard and all of the surface runoff will be directed away from the system. All of the required slopes will be seeded upon completion and erosion control will be provided where needed. Also included is a check in the amount of $200.00 to cover the permit processing fee.
