The facility has a good stormwater pollution prevention plan.
On August 42 one of the sediment basins on the site failed. By the time of the inspection on August 22 the
basin had been repaired and a larger pipe had been installed. The facility is to be commended for their
timely response to the sediment basin failure.
Secondary containment of large fuel tanks is in place. However, the area is not covered. This allows
stormwater to enter the secondary containment area. The fluid in the secondary containment area
appeared to have significant amounts of petroleum products present. This fluid cannot be released onto the
ground via the valve. The valve must have a lock installed to prevent release of the fluid.
During the inspection numerous 55 gallon drums of various substances including antifreeze, and drive train
fluid were observed to be sitting on the ground with no protection from the elements or secondary
containment. This office suggests storing full drums under a roof with adequate secondary containment at a
minimum. Part 111 Section A number 5 of the permit requires that "fuels, lubricants, coolants, and hydraulic
fluidss or any other petroleum produts, shall not be discharged on the ground or into surface waters". Some
staining of the ground around the drums was observed. Storage of the drums shall be done in such a
manner as to preclude the discharge of any petroleum product onto the ground.
Part III Section A number 3 of the permit requires weekly inspections of the stormwater BMPs. Inspections
are currently being done, but must be done with more frequency.
In general the site is well run and maintained.

regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,

is hereby authorized to discharge stormwater and to operate or continue operation of treatment systems and
discharges associated with mine dewatering and process wastewater from a facility located at
HEDRICH INDUSTRIES
GOLDVIEW ROAD
WEAVERVILLE
BUNCOMBE COUNTY
to receiving waters designated as the French Broad River in the French Broad River Basin in accordance with the
effluent limitations, monitoring requirements, and other conditions set forth in Parts 1, I1, III, IV, V, and VI of
General Permit No. NCG020000 as attached.
This certificate of coverage shall become effective December 17, 1999.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

In accordance with your application for discharge permit received on December 17, 1992, we are
forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. This permit is, issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US. Environmental Protection agency dated
December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Divsion of Environmental Management may require. modif ' 6011 or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the,��
Division of Environmental Management or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.

The facility has locked the release valve on the secondary containtment. The facility has covered the 55
gallon drums and plans to put in a pad and roof for drum storage. The facility is in the process of fixing the
outfall from the sediment basin adjacent to the pump location in Reems Creek.
