In response to your renewal application for continued coverage under general permit NCG020000 the Division of Water
Quality (DWQ) is forwarding herewith the reissued stormwater general permit. Please review the new permit to familiarize
yourself with the changes in the reissued permit. The general permit authorizes discharges of stormwater and some types of
wastewater. You must meet the provisions of the permit for the types of discharges present at your facility. This permit is
reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between the slate of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
The following information is included with your permit package:
• A new Certificate of Coverage
• A copy of General Stormwater Permit NCG020000
• A copy of a Technical Bulletin for the general permit
■ Five copies of Discharge Monitoring Report (DMR) Forms - wastewater and stormwater
• Five copies of Qualitative Monitoring Report Form
Your coverage under this general permit is not transferable except after notice to DWQ. The Division may require modification
or revocation and reissuance of the Certificate of Coverage. This permit does not affect the legal requirements to obtain other
permits which may be required by DENR or relieve the permittee from responsibility for compliance with any other applicable
federal, state, or local law, rule, standard, ordinance, order, judgment, or decree.

In accordance with your request received January 19, 2001, the Division is forwarding the subject permit
modification. This modification documents the change in name at the subject facility. All other terms and conditions in the
original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental
Protection Agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following;
receipt of this letter. This request must be a written petition conforming to Chapter 150B of the North Carolina General
Statutes, filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 2761 1-7447.
Unless such demand is made, this decision shall be final and binding.

Dear Mr. Tankard,
I would like to request permission to continue dewatering our Buck Pitt #74-54, located
in Greenville, N.C. operating under NPDES Permit(NCGO20 un76 der the following
parameters:
1. We will be using a 6" diesel powered self- priming pit pump. We will only pump
the required hours that will keep pit area reasonably dry enough to extract all
aggregates. (See attached)
2. We will be mining ridges that run adjacent to wetland sloughs. We will be
installing rim ditches parallel.(see map) Water will be pumped from pit into rim
ditches. Water depth will be maintained at 1 to 2 feet above groundwater level in
ditches by creating back pressure by mechanically damming at lower end of rim
ditches.
3. Mining will be done in several phases which will greatly reduce impact of entire
area. Rim ditches around each phase will be installed prior to mining each new
phase.
4. We will be installing a piezometer centrally located to establish a benchmark for
monitoring water table.(see map)
5. Analytical monitoring of dewatering will ensure protection of aquifer hydrology.
Samples will be taken daily to establish benchmark initially, thereafter monthly
samples will be taken to ensure proper levels are maintained.

DWQ has reviewed your Pump and Monitoring Plan for the Buck Mine located at SR 1403 and the Tar
River in Pitt County as described on your plan dated July 7, 2000 (Wetland Delineation) as prepared by Floyd
and Associates, PLLC in Wilmington, NC and as described in the accompanying letter from you dated
November 21, 2002. This plan is hereby approved as providing adequate protection for the adjacent wetlands
with respect to maintaining their existing hydrology.
As you are aware, the Tar -Pamlico River buffer rules apply to the Tar River and its tributaries on this
site and a 50 foot wide buffer must be maintained along these waterbodies except as allowed by those rules.

Please find attached the Pump and Monitoring Plan for the above mine. I have been to the site several
times and the isolated wetlands are adjacent to the mine site. The mine is an existing mine that has a
permit to enlarge the operation. Deborah and myself have discussed this project with Mr. Bizzell and
his proposed plan is what we discussed. The pump and monitoring plan proposes to dewater to
approximately twenty feet and dump the water into a rim ditch that will distribute the groundwater over
the entire area of the wetlands. The mine site is surrounded by surface water on three sides. American
materials proposes to install a well to gage the hydraulics.
After site visits and discussions with other staff, we do not believe that this mining activity will have an
adverse impact on the isolated wetlands if they follow their pump and monitoring plan. This office
recommends that the Pump and Monitoring Plan be approved as is for now.
