Benchmark Exceedance: Stormwater Samples for Vt 6-Month Period 2017
Dear Mr. Smith:
Hanson Aggregates is notifying the Department that during the 1si 6-month period 2017, SDO-4
Outfall stormwater samples collected on June 24, 2017 resulted in concentrations exceeding the
benchmarks for TSS, SS, and Turbidity. Within one week of receiving the sample results, Tier 1
response steps were taken. Physical improvements were noted, and corrective actions were
taken. The rock lined channel ditch was cleaned, and wattles were installed.
Tier 1 steps were taken as stated in the new General Permit, but I didn't see the 30-day
notification requirement until I completed the DMRs this week and saw the actual submittal timing
stated on the benchmark exceedance form. Please see the attached completed benchmark
exceedance form. In the second period-2017, on 12/20/2017 with a total rainfall of 0.42 inches,
samples were collected at Outfall SDO-4 with results within the benchmark limits: TSS = 40.8
mg/L, SS <0.10 mlll, and Turbidity = 19.2 NTU. We will keep a close watch on this SDO-4
watershed and outfall.

Benchmark Exceedance: Stormwater Samples for 2nd 6-Month Period 2010

Hanson Aggregates is notifying the Department that during the 2nd 6-month period 2010, SDO-2
Outfall stormwater samples collected on 8/24/10 resulted in concentrations for Turbidity above
the Benchmark stated in the newly issued General Permit. The Plant Manager and corporate
quality control managers have conducted a stormwater management inspection, and their
findings indicate that the colloidal material in the sediment basin seem to settle out enough to
meet the benchmark for TSS but not Turbidity. The watershed for SDO-2 consists mainly of the
gravel stockpile area, and it is quite often wetted for dust suppression. To meet the benchmark
for Turbidity, it is imperative that upstream and downstream Turbidity samples be collected at
the receiving stream. Hanson is certain its discharge did not elevate the Turbidity in the
receiving stream. Hanson personnel have been made aware to collect samples upstream and
downstream.
During the stormwater management inspection, a plan was discussed to route the stormwater
into the pit; however, quarry wall integrity would possibly be reduced, and gullies would form
along side the quarry roads. The use of flocculent logs was also discussed, and we plan
experimenting with them.
Sampling upstream and downstream should demonstrate that our discharge does not elevate
Turbidity at the receiving stream. A landscaper has been contracted to create and maintain
pathways to the outfails and beyond to the receiving stream, Hanson personnel have been
made aware to collect samples upstream and downstream. We will continue to research
methods to drop the reduce Turbidity contained in the sediment basin. Item #6 under Tier One
instructions states to include monitoring results for that sampling period.

Since there was not a Tier One form included in the newly issued General Permit, I have
recorded the sample results on the old DMR form. Attached are sample results and a
Qualitative Monitoring Report conducted at the time of sampling.
Because this is the first year for the new General Permit, including sampling changes and tiered
action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One
Steps and not fall in to monthly sampling until two consecutive samplings result in exceedances
of the 50 NTU Benchmark for Turbidity. Tier One steps have been initiated for Turbidity, and
Hanson will continue to research methods for reducing Turbidity at our outfalls.

Hanson Aggregates is notifying the Department that during the 2nd 6-month period 2010, SDO-2
Outfall stormwater samples collected on 8/24/10 resulted in concentrations for Turbidity above
the Benchmark stated in the newly issued General Permit. The Plant Manager and corporate
quality control managers have conducted a stormwater management inspection, and their
findings indicate that the colloidal material in the sediment basin seem to settle out enough to
meet the benchmark for TSS but not Turbidity. The watershed for SDO-2 consists mainly of the
gravel stockpile area, and it is quite often wetted for dust suppression. To meet the benchmark
for Turbidity, it is imperative that upstream and downstream Turbidity samples be collected at
the receiving stream. Hanson is certain its discharge did not elevate the Turbidity in the
receiving stream. Hanson personnel have been made aware to collect samples upstream and
downstream.
During the stormwater management inspection, a plan was discussed to route the stormwater
into the pit; however, quarry wall integrity would possibly be reduced, and gullies would form
along side the quarry roads. The use of flocculent logs was also discussed, and we plan
experimenting with them.
Sampling upstream and downstream should demonstrate that our discharge does not elevate
Turbidity at the receiving stream. A landscaper has been contracted to create and maintain
pathways to the outfalls and beyond to the receiving stream. Hanson personnel have been
made aware to collect samples upstream and downstream. We will continue to research
methods to drop the reduce Turbidity contained in the sediment basin. Item #6 under Tier One
instructions states to include monitoring results for that sampling period.

Since there was not a Tier One form included in the newly issued General Permit, I have
recorded the sample results on the old DMR form. Attached are sample results and a
Qualitative Monitoring Report conducted at the time of sampling.
Because this is the first year for the new General Permit, including sampling changes and tiered
action plans, Hanson requests that it be allowed to follow the action plan stated in the Tier One
Steps and not fall in to monthly sampling until two consecutive samplings result in exceedances
of the 50 NTU Benchmark for Turbidity. Tier One steps have been initiated for Turbidity, and
Hanson will continue to research methods for reducing Turbidity at our outfalls.

Dear Mr. Bolich:
Hanson Aggregates is notifying the Department that during the 2"d 6-month period 2018, there
was a benchmark exceedance that occurred from samples collected at the no VMA SDO-4. On
November 12, 2018, samples collected from the SDO-4 stormwater outfall resulted in a
concentration that exceeded the benchmark for Turbidity.
SDO-4 on 11/12/2019: TSS = 69.3 mg/L, SS < 0.10 mlll, Turbidity = 97.9 NTU
Stormwater rarely discharges from SDO-4, but with all the rain we had in 2018, there was a
discharge, and the Turbidity results exceeded the 50 NTU benchmark. The stormwater pollution
prevention team conducted an investigation of the SDO-4 outfall and the watershed feeding it. It
was determined that the BMP improvements we installed in 2017 were working, and that we
would continue maintaining the BMPs, which include a rock lined channel ditch with intermediate
rock check dams.
The General Permit contains Tier 1 steps for a Turbidity exceedance. During the next sampling
period, SDO-4 Turbidity samples will be collected upstream and downstream, as well as the
effluent. Please see the attached completed benchmark exceedance form.

Dear Mr. Bolich:
Hanson Aggregates is notifying the Department that during the 2"d 6-month period 2018, there
was a benchmark exceedance that occurred from samples collected at the no VMA SDO-4. On
November 12, 2018, samples collected from the SDO-4 stormwater outfall resulted in a
concentration that exceeded the benchmark for Turbidity.
