If a composite sample is obtained from grab samples, the following requirements apply. The intervals between influent grab samples shall be no greater than hourly. Intervals between effluent grab samples shall be no greater than hourly except where the detention time of the wastewater in the facility is greater than 24 hours, in which case, the interval between grab samples shall be no greater in number of hours than the detention time in number of days; provided, however, in no case may the time between effluent grab samples be greater than six hours nor the number of grab samples less than four during any discharge period of 24 hours or less. j. Keith Overcash, P.E. Monitoring Supervisor n North'Carolina Department of Natural Resources & Community Development Mooresville Regional Office 919 North Main Street Mooresville, NC 28115 Dear Mr. Overcash: Thank you for your prompt attention to my request con- cerning the water permit for our Salisbury N.C. Quarry. As was pointed out by Mr. Tony Parker, our NPDES permit 4NC0027456, has expired and we inadvertantly have not applied to have it reissued. Please find enclosed an application for a new permit. I do have some questions in mind however as to whether such a permit is really required. The discharge is the result of pumping rain water fromaquarry. In that respect the pumping action is acting much like a storm sewer. No sewage or other process water is mixed with the pumped rain water. The discharge can be termed intermittent at best. Pumping is done only when it interferes with work and that only occurs after a rain. No reports were submitted from -the period 7/1/80 to date because no pumping was being done on the 10th of the month. Rightly or wrongly our folks had been told if there was no pumping at that time of the month no reports need be filed. From now on they know to send in reports monthly even if there is no flow and to take samples of what is pumped no matter what time of th.e month. Please also find a letter asking the State of North Carolina to reinstate permit #4133 which expired January 1, 1980. Sincerely, y C. Kime Corporate Attorney n' u /,,,., DIVISION OF ENVIRONMENTAL MANAGEMENT October 15, 1986 MEMORANDUM TO: Arthur MouberryJ FROM: D. Rex Gleason j ` SUBJECT: Correction of Staff Report and Recommendations Matthews International Corporation NPDES Permit No. NC 0027456 Rowan County, North Carolina The subject facility has requested renewal of its NPDES Discharge Permit No. NC 0027456. This Office made an erroneous recommendation for the renewal of a non -discharge permit issued to the Company. There have been no changes regarding the treatment facility, point(s) of discharge, and the receiving water involved as compared with the previous Staff Report and Recommendations prepared by Thurman Horne of this Office in July, 1981. A review of the monthly self -monitoring reports indicates that there has been no discharge from this facility during the last 18 months (March, 1985- August, 1986). It is, therefore, recommended that the existing NPDES Discharge Permit in lieu of the non -discharge one be renewed as requested for the subject facility. The purpose of this letter is to advise you of the importance of the Permit and the liabilities in the event of failure to comply with the terms and conditions of the Permit. If you have not already done so, it is suggested that you thoroughly read the Permit. Of particular importance is Page I-3. Page I-3 sets forth the effluent limitations and monitoring requirements for your discharge. Your discharge must not exceed any of the limitations set forth. The section headed "Monitoring Requirements" describes the measurement frequencies, sample types and sampling locations. Upon commencement of your discharge (or operation), you must initiate the required monitoring. The monitoring results must be entered on the DMR forms furnished to you by this Agency. If you have not received these forms, they should be arriving shortly. If you fail to receive the form, please contact this Office as quickly as possible. I have enclosed a sample of the "Effluent" reporting form (DEM Form MR-1), plus instructions for completing the form. It is imperative that all applicable parts be completed, otherwise the forms may be returned to you as incomplete. Failure to properly complete the forms may also result in an automatic $300.00 fine. The remaining Parts of the Permit (Parts II and III) set forth definitions, general conditions and special conditions applicable to the operation of wastewater treatment facilities and/or discharge(s). The conditions include special reporting requirements in the event of noncompliance, bypasses, treatment unit/process failures, etc. Also addressed are requirements for a certified wastewater treatment plant operator if you are operating wastewater treatment facilities. Mr. B. Keith Overcash, P.E. Monitoring Supervisor o North Carolina Department of Natural Resources & Community Development Mooresville Regional Office 919 North Main Street Mooresville, NC 28115 Dear Mr. Overcash: Thank you for your prompt attention to my request con- cerning the water permit for our Salisbury N.C. Quarry. As was pointed out by Mr. Tony Parker, our NPDES permit #NC0027456, has expired and we inadvertently have not applied to have it reissued. Please find enclosed an application for a new permit. I do have some questions in mind however as to whether such a permit is really required. The discharge is the result of pumping rain water fromgquarry. In that respect the pumping action is acting much like a storm sewer. No sewage or other process water is mixed with the pumped rain water. The discharge can be termed intermittent at best. Pumping is done only when it interferes with work and that only occurs after a rain. No reports were submitted from the period 7/1/80 to date because no pumping was being done on the loth of the month. Rightly or wrongly our folks had been told if there was no pumping at that time of the month no reports need be filed. From now on they know to send in reports monthly even if there is no flow and to take samples of what is pumped no matter what time of the month. Please also find a letter asking the State of North Carolina to reinstate permit #4133 which expired January 1, 1980. Sincerely, y C.
