Lori Ann Phillips from the Department of Environmental and Natural Resources conducted a ..
stormwater inspection on August 14, 2015, as part of a multimedia inspection of your facility. Your
assistance during the inspection was -greatly appreciated. The inspection report is attached. Findings
during the inspection were as follows:
1. Certificate of Coverage (COC) No. NCG020043 under NPDES general permit NCG020000
Martin Marietta Aggregates — Ral Dur Plant to discharge stormwater runoff and process
wastewater to an unnamed tributary of Sycamore Creek.
2. A review of the facility's Stormwater Pollution Prevention Plan (SPPP) indicated that it
included all of the components required by the general permit.
3. Qualitative and analytical monitoring have been conducted regularly at the process
wastewater outfall and the stormwater discharge outfall.
4. All outfalls were observed during the inspection and were found to be maintained and
accessible.

Mr. Chad Coburn of the Division of Water Quality, Raleigh Regional Office, conducted a compliance evaluation
inspection of the Raleigh/Durham Quarry for coverage under the NPDES permit NCG020043 on September 8, 2006. Mr.
Nuwan Wijesuriya and Mr. Todd Tucker represented Martin Marietta Materials Inc. during the inspection and their
assistance was greatly appreciated. Findings during the inspection are as follows:
1) The Stormwater Best Management Practices (BMP's) Plan for the site was reviewed and found to be in
excellent order. A general location map and site map identifying all SDO's, a copy of the general permit,
records of spills, training rosters, emergency contact information, and records of in house site inspections,
were on file.
2) Qualitative monitoring is being performed according to the permit, and records are kept on site in accordance
to the permit requirements. Analytical monitoring is being performed according to the permit, and laboratory
records kept at the company's central office in Raleigh were made available to the inspectors upon request.
Monitoring records are kept on site as well.

forwarding herewith the subject certificate of coverage to discharge under the subject state - NPDES general
permit. Issuance of this certificate of coverage supercedes the individual NPDES permit No. NCO049875.
This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated
December 6, 1983,
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual permit
application. Unless such demand is made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal Area

Raleigh/Durham Quarry's NPDES permit, and to also inform you that this facility qualifies for coverage
under the newly issued General Permit. Your discharge fits into one of the general permit categories.
Therefore, the subject facility has been assigned the new pen -nit number highlighted above.
On July 31, 1992, the Division of Environmental Management issued general permits for a number
of process related discharges and stormwater discharges. A general permit is a permit issued by the state
to cover a category of dischargers, such as mine pit dewatering, noncontact cooling waters and boiler
blowdown discharges, groundwater remediation, sand dredging operations, seafood and freshwater fish
packing and rinsing and fish farms, and stormwater discharges. These general permits have been taken to
public notice and issued in accordance with the North Carolina Administrative Code (15A NCAC 2H
.0100) and the Memorandum of Agreement between EPA and the state.
Typically, an application for coverage under these general permits cor7sists of completion of the
Notice of Intent (NOI) application form and submittal of the form with the appropriate application fee.
After receipt of the application, the state will review the information and make a determination of the
applicability of the general permit to your specific discharge. We will evaluate you applicaation for
individual permit, received on *DATE* as if for coverage under the general permit. If the discharge is
deemed appropriate for coverage under the general permit, you will be issued a certificate of coverage under
the general permit. Processing time for the issuance of a certificate of coverage is expected to be less than
90 days as compared to 180 days for the individual application process.
