Although we believe the narrative portion of the facility's SWPPP adequately addresses the storm water best management practices (BMPs) employed at the Nash County Quarry, we will incorporate a written "BMP Summary" in the SWPPP as we make plan revisions subject to the recently received revised NCG020000. We will also document in writing within the SWPPP our annual stormwater pollution prevention training for employees, and will document our annual review and any necessary updates that are made to the SWPPP. Although the sampling data discussed in Item 4 of your letter indicates an exceedance of the "benchmark value" for turbidity, no such benchmark actually existed in the previous permit version under which the sampling was conducted. Although we do not have "upstream/downstream" sample analyses for comparison, our belief is that the sampled stormwater discharge would not have elevated the turbidity of the receiving stream (Swift Creek) which is located approximately 800 feet (along drainage path) north of the pond outlet. We are currently reviewing the recently received renewal NCG020000 and will in the near future make any necessary adjustments to the SWPPP document and Site Plan map for the Nash County Quarry as well as our other quarry operations. Specific attention will be given those items identified as deficiencies during your July 30t" visit as well as documentation that the in -stream water quality standard for turbidity is not exceed in the receiving stream since the new permit establishes a benchmark level for that parameter. The assistance provided by Mr. David Lee, Mr. Cole Atkins, and Mr. Wayne Hill during the inspection was greatly appreciated. The inspection report is attached. Findings during the inspection were as follows: 1. Certificate of Coverage (COC) No. NCG020031 under NPDES General Permit NCG020000 was issued to Wake Stone Corporation — Nash County Quarry to discharge stormwater runoff and process wastewater to an unnamed tributary to Swift Creek, a Class C, NSW stream, in the Tar -Pamlico River Basin. 2. The facility has developed a stormwater pollution prevention plan (SPPP). A review of the plan indicated that the following components required by the General Permit were not included in the plan: a) The plan lacks a BMP summary; b) Employee training was not conducted or documented (except in 2009); c) Annual -review and update the plan were not documented 3. Semi-annual qualitative monitoring has been conducted as required by the permit at the all five stormwater discharge outfalls (SDOs). Stormwater Best Management Practices (BMPs) has been inspected weekly. 4. Stormwater retention ponds with forebays and discharge pipes were constructed at all SDOs in 2014. Analytic monitoring samples were taken at SDOs 2 and 3 in early July 2015 (no discharge at other SDOs).
