VAN DER VAART Secretary Environmental Quality August 26, 2016 Mr. Theodore Bratton, CEO Wake Stone Corporation P.O. Box 190 Knightdale, NC 27545 Subject: NPDES Stormwater Compliance Evaluation Inspection Certificate of Coverage No. NCG020030 Wake Stone Corporation — Knightdale Quarry Wake County Dear Mr. Bratton: Staff from the Department of Environmental and Natural Resources conducted a stormwater inspection on August 1, 2016, as part of a multimedia inspection of your facility. The assistance provided by Mr. David Lee, Mr. Cole Atkins, and Mr. Al Parker during the inspection was greatly appreciated. The inspection report is attached. Findings during the inspection were as follows: Certificate of Coverage (COC) No. NCG020033 under NPDES General Permit NCG020000 was issued to Wake Stone Corporation — Knightdale Quarry to discharge stormwater runoff and process wastewater to Beaverdam Creek, a Class C, NSW stream, in the Neuse River Basin. 2. The stormwater pollution prevention plan (SPPP) has been updated since the last inspection. A review of the plan indicated that the it contained all components required by the General Permit. It is recommended that a separate BMP-summary be created to include brief description of all structural BMPs as well as non-structural BMPs. 3. Semi-annual qualitative monitoring has been conducted as required by the permit at the all five stormwater discharge outfalls (SDOs). Stormwater Best Management Practices (BMPs) has been inspected weekly. 4. Analytic monitoring samples were conducted semi-annually. It was noted that a new stormwater detention pond with forebays and discharge pipe was constructed in January 2016. The pond collects runoff from former SDOs 06 an 07 and provides further treatment. With the addition of the pond, the facility currently has two SDOs (#I, and #2). Pit dewatering monitoring had been conducted quarterly as required by the permit and no limit exceedances were noted.
