Notification of Stormwater Exceedance and Tier I Response
To whom it may concern:

Please find enclosed one original signed stormwater discharge monitoring report (DMR) containing a
turbidity and total suspended solids exceedances. The stormwater sample was taken on December 14,
2018. Martin Marietta received the sample results, containing the turbidity exceedance, via email
December 25, 2018. Environmental staff did not return to work until January 2, 2018, so the notification
was in effect delayed until this time. The results triggered a Tier I responses for turbidity and total
suspended, as these are the first valid sample results of the period and the previous period's sample
results were below the benchmarks. On January 4, 2019, regional environmental staff performed a site
review with site staff to identify and evaluate possible causes of the exceedance. Implementation of
actions identified during the evaluation is underway.

We experienced a benchmark parameter exceedance at our Chapel Hill (American Stone) Quarry
on 5/6/13. The lab reported the results to us on 5/10/13. The sample was collected at the outfall and not in
the receiving stream. There is no easy and safe access to collect up -stream samples. In addition, the day
the sample was collected it rained 1.0" in 35 minutes. We believe this intense heavy thunderstorm caused
not only an upset condition with respect to our stormwater sample but would have caused significantly
high turbidity levels in the receiving stream.
On 5/13/13 1 conducted a stormwater management inspection as called for by the NPDES General Permit
Conditions. Having inspected the stormwater outfall, it did appear that the sediment trap had adequate
capacity and that the weir was in satisfactory condition. However, in an effort to be proactive we have
decided to build an extra sediment trap in front of the existing one to allow for increased settling time. We
think the effect of placing the sediment traps in sequence will minimize the potential for a future
exceedance. On 5/3 U13 the new sediment trap was constructed, I have attached photos of the newly built
sediment trap.
Also, please find attached a copy of the stormwater management inspection as well as a stormwatcr
exceedance DMR.

Inspection Observations: I visited the site and looked at the Land Disturbance stormwater outfall
at which the sample had been collected. The sediment trap was not full and the weir appeared to be
okay.
The day on which the stormwater sample was collected 1" of rainfall fell in a period of 35 minutes. This
short and intense heavy thunderstorm probably caused the upset condition. By the end of the day the
rainfall total was 1.5". However, in an effort to be proactive we decided to build an extra sediment trap
in front of the existing one to allow for increased settling time. We believe the effect of placing the
sediment traps in sequence will minimize the potential for a future exceedance.
Arrangements will be made to have the new sediment trap built.

We experienced a benchmark parameter exceedance at our Chapel Hill Quarry on 9/18/12. Our
land disturbance stormwater sample analysis for turbidity was 52.4 NTU. The result was just
slightly above the 50 NTU benchmark. However, the sample was collected at the outfall and not
in the receiving stream and therefore we think that the existing natural turbidity level of the
receiving stream was not increased.
On 9/25/12 1 conducted a stormwater management inspection as called for by the NPDES
general permit conditions. Having inspected the stormwater outfall, although there did not appear
to be any obvious problems I determined that the best solution would be to clean out the
sediment trap and place new filter stone. These repairs were made on 10/16/12.
Please find attached a copy of the stormwater management inspection as well as a stormwater
exceedance DMR.

Inspection Observations: I visited the site and looked at the Land Disturbance stormwater outfall
at which the sample had been collected. Although, the sediment trap was not full it appears that
cleaning out the sediment trap and placing some new filter stone at the weir should resolve the issue.
Arrangements will be made to have the sediment trap cleaned out.

With reference to our telephone conversation on January 17, 2012 please find attached
the Stormwater Discharge Monitoring Report for our Chapel Hill Quarry. As you may recall,
quarry personnel had collected stormwater samples in December 2011 without realizing that
stormwater samples only need to be collected if a discharge truly occurs offsite. Unfortunately
the employee collecting the stormwater samples did not realize this and had collected them when
there was no discharge from the outfalls. The employee was under the impression that he had to
collect a sample regardless, and had therefore collected them from within the sediment traps
which is why the benchmark parameters were exceeded. This information was gathered by me
on January 10, 2012 when I conducted a stormwater site inspection as called for under the Tier 1
response requirements.
Since the time of the inspection the plant personnel has been trained on the proper sampling
procedure, and based on your suggestion we will develop a standard operating procedure (SOP)
for the collection of stormwater samples. A copy of the SOP will be attached to our Stormwater
Pollution Prevention Plan (SPPP) that is currently on file at the quarry office.
