Box 190 Knightdale, NC 27545 Subject: Consideration of DOT Roadway Discharge of Dust Suppression Water In Reference to Stormwater Permit No. NCG020001 Wake Stone Triangle Quarry Dear Mr. Lee: Dee Freeman Secretary On July 9, 2010, Myrl Nisely and Lauren Witherspoon of the Raleigh Regional Office (RRO) of the NC Division of Water Quality (DWQ) conducted a site inspection of the Wake Stone facility located northwest of the intersection of Harrison Avenue and I-40 in Wake County, North Carolina. Mr. Paul Pearce accompanied us during the site visit. DWQ personnel made this site inspection in response to a complaint received by the RRO which indicated that turbid water was leaving the site via a road outside of the facility. It is our understanding that the road is maintained by the NC Department of Transportation (DOT). During the site inspection, DWQ primarily focused on this DOT maintained road and the water leaving the site at the location. The following observations were made: A sprinkler system has been installed by the facility along the road for dust control. As a result of this constant source of water and contact with dust from trucks leaving the site, turbid water was observed in a ditch adjacent the road. DWQ evaluated the ditch and the area down gradient of the ditch. The ditch flows into an area with hydric soils, wetland hydrology, and hydrophitic vegetation. These criteria usually indicate the presence of a wetland. However, DWQ believes that the area would not have wetland characteristics if it were not for the source of water from the sprinkler system. Trace sediment (<2 inches) was observed in places from near the fence to approximately 30 feet from the fence property line. After walking further down -gradient. DWQ believes that this area is not contiguous with waters of the state (a large wetland system which is connected to Crabtree Creek). We do not recommend removing the trace sediment in the area down gradient from the road because disturbing the well established vegetation would provide unnecessary disturbance_. We believe the sediment has not traveled very far and is not reaching the large wetland system. It is our understanding that you maintain the ditch adjacent to the road by removing accumulated sediment as needed. in addition, we can see that the fence is helping prevent sediment from moving offsite. Therefore, please continue to clean the ditch as needed and leave the fence in place. The present volume of water is apparently effective in moving the suppressed dust from the road. If the sprinklers were attenuated, a proposal being considered by Wake Stone, a buildup of silt and mud on the road is likely. Therefore, DWQ recommends leaving the sprinklers as they are now configured. While this release point is outside the responsibilities of your stormwater permit, we request Wake Stone to conduct qualitative monitoring at this location semi-annually to monitor the need for sediment removal and to identify any undesirable changes in what is presently a fairly effective BMP. The help of Mr. Paul Pierce and Mr. Mike Williams was greatly appreciated. I then met you at the Knightdale office that afternoon to review the stormwater analytical results. At that time we also discussed a draft of the upcoming NCG020000 permit renewal. The quarry personnel provided a Stormwater Pollution Prevention Plan (SP3) typical of other general permits, even though the current NCG02 only requires a BMP summary. All of the permit activities are being carried out, and the program is being given excellent attention, including employee training. Stormwater is captured by several small retention ponds. BMP structures are being well maintained, and a new pond had been constructed only two weeks ago. Analytical values for TSS and Turbidity are a problem, however. In spite of having several plateaus built into the perimeter of the mine in which rainwater can spread and the velocity reduced so solids settle before water reaches the ponds, the discharges from some of the ponds failed to meet cut-off concentrations for those parameters. The new permit will contain an obligation to explore ways of meeting TSS (and perhaps Turbidity) targets through Tier 1 and Tier 2 activities. The new permit will also require creation of an SP3, but your company already has done so. We are currently in the process of reviewing all of our SPPPs in preparation for the implementation of the new NPDES General Permit. It is our intention to not only rectify the deficiencies you pointed out (documentation of annual training and annual review of the SPPP, and a table or summary of secondary containment inventory). but also to better organize and clearly mark the location of each item required by the Permit. Going through the SPPP with you and having a copy of the inspection checklist that your department uses will be very helpful in making these improvements to our stormwater pollution prevention plans. You have also asked that we address in this response our shortcoming of analytical monitoring frorr_ our Stormwater Discharge Outfalls (SDOs). I Hope it was clear to you during your site inspection why collecting samples at all of our SDOs semi-annually is simply not possible. We will however make sure going forward that we collect analytical samples from SDO 003 as required by the Permit, and we will continue to monitor and attempt to collect samples from other SDOs and make our best effort to document those attempts for those SDOs that rarely, if ever, discharge. We are also actively investigating the feasibility of vegetating our perimeter access road to see if we can eliminate SDOs 004 and 005. The facility has developed and implemented a stormwater pollution prevention plan (SPPP). A review of the plan indicated that it covered many components required by the general permit. The following deficiencies were noted: • Employee training has not been conducted and documented; • The plan has` not been reviewed or updated annually; • The plan lacks a summary or table of secondary containment. 3. Qualitative monitorittLY�has been conducted as required by the permit at outfalls that were active. It was noted that analytical monitoring was not conducted in 2011 and 2014. There have been no discharges from Stormwater Discharge Outfalh (SDOS) 005, and 006 in the past years, because of the relatively small drainage areas and settling basins at each outfall. It is recommended that the facility continue the effort to sample at these two outfalls. If no discharges occur during a semi-annual period, report "no flow" on the annual monitoring report. Batteries are exchanged for core recyclinj once they are generated through interstate batteries. Used oil is accumulated in above ground storage tanks and in several smaller' containers. The facility contracts with Safety-Kleen for collection of used oil for recycling and maintains receipts. A parts washer is located within the maintenance shop area and is maintained by Safety-K1een. The parts washer uses Non -Hazardous Safety-Kleen Premium Gold solvent. The used solvent rags are, stored within a closed container and are sent off for laundering. This facility operates under Air Permit 04386RI5 which was issued on August 30, 2013 and expires on July 31, 2021. (III) SPECIAL SAFETY NEEDS: This is a quarry which is under the Federal Mine Safety Health Administration (MSHA). For this reason, it is illegal for an inspector to tour this property without an MSHA approved escort (such as a company official). The inspector is required to comply with all MSHA safety rules, especially those dealing with personal safety equipment (they can be held liable for the fine and possible jail time). Vehicles are required to be chocked, unless they are parked in a manner that if their parking brake fails, the vehicle will roll into an embankment. Required safety equipment includes safety shoes, a hard hat, safety glasses, and a safety vest. A.4. PARTICULATE CONTROL REQUIREMENT - As required by ISA NCAC 2D .0510, the following requirements apply: a. The Permittee of a sand, gravel, or crushed stone operation shall not cause, allow, or permit any material to be produced, handled, transported, or stockpiled without taking measures to reduce to a minimum any particulate matter from becoming airborne to prevent exceeding the ambient air quality standards beyond the property line for particulate matter, both PM10 and total suspended particulates. b. Fugitive dust emissions from sand, gravel, or Crushed stone operations shall be controlled by 15A NCAC 2D .0540 "Particulates from Fugitive Dust Emission Sources." c. The Permittee of any sand, gravel, or crushed stone operation shall control process -generated emissions: i. From crushers with wet suppression; and ii. From conveyors, screens, and transfer points such that the applicable opacity standards in 15A NCAC 2D .0521 Control of Visible Emissions," or 15A NCAC 2D .0524 "New Source Performance standards" are not exceeded. In compliance. No particulate matter or visible emissions were observed at this facility. Triangle Quarry uses wet suppression to control VE and there was evidence that the spray system was working correctly and doing its job. A.5. The primary crusher is a jaw crusher rated at 1620 tons per hour at 16 inch crusher setting per the manufacturer's specification as submitted. Any change from this crusher definition, other than like -for like, will require a permit application to be submitted. The purpose of this stipulation is to characterize the primary crusher and not limit production. In compliance. The primary crusher has not been replaced or modified. A.6. VISIBLE EMISSIONS CONTROL REQUIREMENT - As required by 15A NCAC 2D .0521, visible emissions from the emission sources, manufactured after July 1, 1971, shall not be more than 20 percent opacity when averaged over a six -minute period. In compliance. Visible emissions were not noted at the time of the inspection. A.7. VISIBLE EMISSIONS CONTROL REQUIREMENT - As required by 15A NCAC 2D .0521, visible emissions from the emission sources, manufactured as of July 1, 1971, shall not be more than 40 percent opacity when averaged over a six -minute period. In compliance. All equipment at this plant was manufactured after 1971 and is therefore not subject to this permit stipulation. A.8. 15A NCAC 2D .0524 "NEW SOURCE PERFORMANCE STANDARDS" - For nonmetallic mineral processing equipment including but 'not limited to crushers, screens, conveyors and loadout bins (Standard Industrial Classification Code (SIC) 1422, 1423, 1429, 1442) (ID No. ES- 1), the Permittee shall comply with all applicable provisions, including the notification, testing, reporting, recordkeeping, and monitoring requirements contained in Environmental Management Commission Standard 15A NCAC 2D .0524 "New Source Performance Standards" (NSPS) as promulgated in 40 CFR 60, Subpart 000, including Subpart A "General Provisions." In compliance: All construction and startup notifications were received in the past. No new equipment has been installed since 1998. During the inspection, the primary crusher had an opacity of 0%. Opacity from secondary crushers, transfer points, and screens was also 0%. All performance testing was conducted on permitted equipment in the required time frame. The latest performance testing conducted at this facility was 1998. The primary crusher was replaced with a like unit in April 2006 and all proper notifications and procedures were followed. A.9. NOTIFICATION REQUIREMENT - As required by 15A NCAC 2D .0535, the Permittee of a source of excess emissions that last for more than four hours and that results from a malfunction, a breakdown of process or control. equipment or any other abnormal conditions, shall notify the Director or his designee of any such occurrence by 9:00 a.m. Eastern time of the Division's next business day.
