Dear Mr. Leonhardt:
We received your application for an NPDES discharge permit on September 26,2018. An accompanying
site inspection was conducted on October 11,2018 to determine if permit coverage was applicable.
During the course of the inspection,DEQ learned that the facility would pretreat different types of
wastewater before sending the streams to the sanitary sewer system. This type of industrial activity
would generally require analytical monitoring. However, the NCG130000 general permit for non-metal
waste and scrap recycling does not include provisions for analytical monitoring, except in areas where
vehicle maintenance is occurring.
In the past, we handled a situation like this by issuing an"augmented"Certificate of Coverage(COC)
under a general permit that included additional monitoring requirements, in an effort to make things
simpler for us and the permittee. However, in the time your application has been pending,we have been
advised by the United States Environmental Protection Agency(EPA)that an augmented COC is not an
allowable alternative to issuing an individual stormwater permit with more tailored monitoring
requirements. Unfortunately,we did not identify another general permit that would fit either.
Therefore,Valdese Water Recycling, LLC cannot be covered under a general permit and instead must
apply for an individual industrial stormwater permit. A fillable PDF version of the application forms can

resourcesInpdes-stormwater-individual. The permit fee for individual permits is$860,but the
$100 permit fee you paid with your general permit application will be applied to this amount,and so you
will only owe $760.
