On January 23, 2020, Melissa Joyner and Penny Markle from the Fayetteville Regional Office of the Division of Energy,
Mineral and Land Resources (DEMLR) conducted an inspection for the Schindler Escalator Plant facility located at 609
Industrial Drive, Sampson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review.
Mr. Deno Anderson, Senior Manager, Environmental Health & Safety and Mr. Richard Pearson, Lean Manager were also
present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed
that the subject facility is covered by NPDES Stormwater General Permit NCG030000 under Certificate of Coverage
NCG030579. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as
the Williams Old Mill Branch, a Class C,Sw waters in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG030000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Ms. Melissa Joyner and Ms. Penny Markle met with Mr. Deno Anderson, Sr. Manager, Environmental Health & Safety, Mr.
Richard Pearson, Lean Manager, and Mr. Duwayne Grimm, Environmental Health Specialist, to conduct an industrial
stormwater inspection at the Schindler Escalator Plant facility. The Stormwater Pollution Prevention Plan (SPPP) was
reviewed. The site map will need to be modified to include topographic lines and to indicate the percentage of each drainage
area that is impervious. A written certification statement that the outfalls have been evaluated for the presence of
non-stormwater discharges needs to be included in the SPPP. The "Inspections Audit' should include doing an inspection of
the swales and the riprap apron of an outfall upslope of Outfall B. Under the Spill Prevention and Response Procedures, in
the SPPP, the names and contact information will need to be updated. The Analytical and Qualitative Monitoring forms were
reviewed. Total Toxic Organics was not being monitored and the Solvent Management Plan was not noted in the SPPP. It
was later emailed to Ms. Joyner on 1/30/2020.
The facility grounds were reviewed and overall they looked clean and orderly. Outfall A was in good condition. Upslope of
Outfall B was another Outfall with a riprap aprong which needed maintenance. The swales in front of Outfalls B and C also
needed maintenance as there was some clogging of the swales with vegetation. Analytical and Qualitative sampling should
take place immediately before where stormwater is discharged from the property limits. A Swale near the parking lot
entrance had erosion which needed stabilization.
