The North Carolina Division of Water Resources conducted an inspection of the Oak Island Collection
System on 2/12/2020. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00334.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted
during the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Town of Oak Island Collection System was conducted on February 12, 2020. The
purpose of the evaluation was to verify that the system is operating in compliance with the conditions and limitations
specified in Permit WQCS00334. Mark Moore, Ronald Shannon and Bobby Cain were present during the inspection.
The Town of Oak Island Collection System consists of nine vacuum stations and thirty-three pump stations that collect and
send flow to the Town's wastewater treatment facilities, Fish Factory WWTF or the Satellite WWTF, or to the West
Brunswick WWTF located off the Island. During the summer season, the flow through the collection system can average
around 8,000,000 to 9,000,000 gpd.
The Town's staff seems very knowledgeable about the operation of the vacuum system and the entire collection system
appears to be well maintained. A consultant from the vac system manufacturer evaluates the system annually to address
any issues. Two pass pumps for the larger lift stations and vac stations have been purchased. The Town has been working
towards installing by-pass connections at all the pump stations. There are odor control systems installed at all the vacuum
stations and a Bio-Trickling filter odor control system in place at the Middleton/Vac Station #5. Middleton station also has
chemical addition for corrosion and odor, before it is pumped to the West Brunswick WWTF. The Town has developed a
Hurricane Valve Shut Down Plan in preparation for hurricane/tropical storm weather to quickly and efficiently shut down the
vacuum system to decrease damages.

Comment: The Town has approximately 20 commercial facilities that require grease traps. Start-up and
annual inspections are conducted by the collection system staff and compliance is enforced with
the help of Oak Island Developmental Services. Grease/sewer education materials are mailed
out twice a year, around January and July, and is posted on the Town website.

Comment: Pump stations are inspected weekly and the vacuum stations daily.There are two HPLs, the part
of the line from the Middleton PS to West Brunswick WWTF that is located under the water and
the line that runs under the Intracoastal Waterway at the 133 bridge. Flows are monitored so any
breaks can be detected.
