On October 24, 2018, Chowan County received a comment letter from the NPDES Unit relative to the previously submitted NPDES Permit Application. On December 6, 2018, Rivers & Associates, Inc. on behalf of the County responded to the comments. The following revised or additional items were provided: a. Revised Schematic Flow Diagram to incorporate flow rates, b. Letter from the Town of Edenton documenting that their WWTP is unable to accept the backwash waste flow stream from the Valhalla WTP, c. Revised EAA to reflect (1) Present Value Cost Analysis modifications, (2) maximum daily discharge flow rate, and (3) aforementioned letter from Edenton, d. Revised NPDES Permit Application, e. Acute Chronic Toxicity sampling procedure utilized by Valhalla ORC. 2. On November 27, 2018, Rivers received an email request from Robin Peele, DWI Drinking Water Unit, to provide upon receipt all required permits or determinations from USACE and/or CAMA in order to move the ER/EID process forward. 3. On January 22, 2019, Chowan County approved an Amendment to their Engineering Agreement with Rivers for design and permitting phase services to include the following: a. Wetlands Delineation/Mapping, b. Geotechnical Investigation, c. Field/Aerial/Hydrographic Surveying, d. Preliminary Design, e.
