Box 11130 Edenton. tit` 27932 (252) 482-7477 April 30, 2019 943 Washington Square Mall Washington NC 27889 ATT: Mr. Robert Tankard SUBJECT: County of Chowan Progress Report Valhalla Water Treatment Plant NPDES Permit No. NC 0032719 EMC SOC WQ S16-003 Dear Mr. Tankard: This is to inform you of the progress that we have been making as of this date to comply with the SOC deadlines for the Chowan County Water Plant: I. On April 16, 2019, the hydrographic survey for the Harris Landing subaqueous force main/discharge location was received by Rivers. 2. On April 18, 2019, GMA completed revision to the CORMIX dilution model based on a chloride limit of 9,050 mg/L. 3. On April 22, 2019, Amendment No. 1 to the previously submitted discharge model and report was submitted to the NPDES Unit. 4. On May 13, 2019, Rivers requested and received acknowledgement of receipt from the NPDES Unit. 5. On May 16, 2019, the NPDES Unit requested (1) a revised target date for installation of the WTP/diffuser improvements, and (2) prediction files for the revised CORMIX model. 6. On May 17, 2019, Rivers requested an estimated schedule for issuance of the draft NPDES permit, date for public notice, date for public hearing, and issuance of the final permit... as the schedule for design, permitting, construction and compliance cannot be known without a start date. 7. On May 20, 2019, the requested CORMIX prediction files were provided to the NPDES Unit. 8. As of June 11, 2019, no response was provided regarding an estimated schedule for issuance of the NPDES permit. As such, Rivers assumed a date of November 1, 2019 for receipt of the NPDES permit, and provided an estimated schedule to the NPDES Unit for completion and compliance. In response, the NPDES Unit indicated that proposed new mixing zone was being reviewed by another staff member, and it was unknown when the review would be completed. 9. During the May — July, 2019 time period, Rivers has been preparing base maps for the Valhalla WTP site, preliminary computations, Preliminary Design Memorandum, and preliminary site layout for the proposed site improvements. Work on the effluent force main and diffuser is on hold pending receipt of the NPDES discharge permit. 10. Tables summarizing July 1 sc and 2nd, 2019 groundwater and surface water sampling are attached along with an updated site map for reference. Should you have any questions, please feel free to call.
