It is now time for the renewal of the permit for my swine finishing
operation in Johnston County. Before the new permit is sent out, I would
like to request a modification in testing that I am presently doing.
In 2001, I had six monitoring wells put around my farm to check for
nitrates that could be traveling beyond the compliance boundary, At that
time, Jay Zimmerman was on site during the installation. Those wells were
to be tested three times a year.
At the time of installation, I was told if a well goes two years without
going over the 10.0 limit for nitrate I could have that well deleted from
future testing.
Since installation, I have had four of the wells deleted from testing for
not going over the 10.0 limit for two years. At this time, I would like to
request to have another well (No. 3) deleted from future testing. This well
has gone four years without going over the 10.0 nitrate level. I am enclosing
copies of the results for that well for the last four years for you to see.
I would also like to request to have monitoring well #1 removed from
future testing. This would be my last well. In the Iast four years, this well
has had some test results over the 10.0 nitrate level, but not very much over.
(See attached sheets) This well is 40 feet down grade from my lagoon. It
being that close, it will be hard to ever get two straight years with no limit

10.0 or under. All the other wells wcre seventy-five to two hundred yards
away from the lagoon and placed around my spray fields. This well is on the
backside of the lagoon and downhill. Since there are no houses for over one
and a half miles away in that direction, there is no danger of contamination.
Some of the other wells had houses across the road from them.
The wells, over the last nineteen years, have been a great financial
burden of mine. The cost of testing has really increased during this time. It
used to cost $2,800.00 a year to test six wells. At present, it will cost me
$2,000.00 a year to test one well.
If you decide not to delete my last well (#1) from future testing, I
would like to request the testing stay at three times a year rather than the
four times that is in the new permit.
