The City of Greensboro proposes to widen the road from J.M. Hunt Jr. Expressway to approximately 0.4 miles beyond Mt. Holly-Huntersville Road. Stantec has been retained by the City of Greensboro to provide environmental services related to Waters of the US. The project site was delineated on August 8 and September 20, 2017 using the Routine Determination Method as outlined in the 1987 Corps of Engineers Wetland Delineation Method, and methods described in the 2012 Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Eastern Mountains and Piedmont (Version 2.0). Approximately 986 linear feet of perennial and intermittent stream was delineated in the project area. The project area is located in Greensboro in the center of Guildford County, and lies within the Piedmont ecoregion. The project area is limited to the road corridor and includes rolling topography, grassy swales and two streams. Land use in the vicinity of the project area consists primarily of residential and commercial development with limited forested remnants remaining between the developed areas. The location of all streams is presented in the attached potential jurisdictional features map. No wetlands or open waters were located within the project area. The stream locations were ground-truthed and stream origins were surveyed using a sub -meter GPS unit. The attachments include a Jurisdictional Determination Request form, Preliminary Jurisdictional Determination form, a USGS topographic map with vicinity map, potential jurisdictional features map, and NCDEQ stream forms. A Preliminary Jurisdictional Determination (PJD) provides an indication that there may be "waters of the United States" or "navigable waters of the United States"on a property. If, during an administrative appeal, it becomes appropriate to make an official determination whether geographic jurisdiction exists over aquatic resources in the review area, or to provide an official delineation of jurisdictional aquatic resources in the review area, the Corps will provide an AJD to accomplish that result, as soon as is practicable.
