A concurrence meeting was held on March 18, 2003 at 10:00 a.m. on the project site. The

The purpose of this meeting was to discuss bridging decisions and review the alignment
to be studied in detail (Concurrence Point 2A).
The merger team first went to the Chowan River crossing near the beginning of the
project. The existing structure is 1,121 feet in length. The hydraulic recommendation is
to retain the existing bridge and build the proposed bridge beside it at the same length.
Chris Militscher and Bill Biddlecome made a suggestion to narrow the median on both
sides of the bridge in order to reduce impacts on the wetlands. Jim Speer said he thought
the minimum spacing between the bridges would be 30 feet. Another concern with
narrowing the median at the bridge was the need for a median opening at Shoups Landing
Road in order to access a boat ramp. Shoups Landing Road is the only access to a boat
ramp,operated by the NC Wildlife Resources Commission. Travis Wilson expressed the
need for a car or boat with a trailer behind it to have enough room in the median to stop
before pulling out into traffic. There was a discussion about narrowing the median at the
bridge and holding the median width at Shoups Landing Road and US 13. Olivia Fafr
agreed to investigate a narrower median at the Chowan River crossing. Information
regarding a narrower median will be presented to the merger team at the Concurrence
Point 4A meeting.
The existing bridge at Buckhom Creek and the area around the bridge was looked at by
the team. Dual 110-foot bridges are proposed to replace the existing 84-foot bridge.
Since there are more wetlands on the south side of the Buckhom Creek crossing, Bill
Biddlecome recommended the additional bridge length be provided on the south side of
the creek to minimize impacts. There was agreement by the team that dual 110 foot
bridges were sufficient.
Team members concurred on the following bridge lengths:
Chowan River - Length of the proposed bridge should be the same as the existing
(1,121 feet).
Buckhom Creek - Dual 110 foot bridges
A concurrence form was not signed at the meeting. A form will be provided to team
members for their signature and copies of the signed form will be distributed.
