Reference: City of Raleigh Public Utilities Department Wingate and Winona Streamback Stabilization PCN Application Dewberry Project No. 50022492 Dear Ms. Chapman: o? ?C s •?F,? ? c0 Enclosed are five copies of a Pre-Construction Notification (PCN) Application Form, site location map, plan sets, USGS Quadrangle Map, USDA Soil Map, FEMA Firm Map, and before and after pictures for the project: Wingate and Winona Streambank Stabilization. The Wingate and Winona Streamback Stabilization project was an emergency activity performed by the City of Raleigh within a sanitary sewer easement along an UT to Big Branch where streambank erosion was causing the existing sanitary sewer line to become exposed. The project included repairs and stabilization to the northern and southern streambanks by placement of rip rap to replicate the location of the uneroded streambank. Access to the south side of the stream is not possible without removing numerous trees and shrubs which are aiding to stabilize the bank. In lieu of removing vegetation on the south streambank, the equipment and materials were brought to the site from the north side of the stream and an excavator with the ability to reach across the stream was used to place rock. Additional rock was placed on the northern bank to ensure further damage did not occur when the heavy machinery was placing rock on the southern bank. All work and access was within the existing sanitary sewer easement. Conventional construction equipment (trackhoes, dump trucks) were used. Sediment control devices along with mulching and seeding were installed. Please call with any questions regarding this after-the-fact permit application. Sincerely, Dewberry & Davis, Inc.
