Hi Erin,
Hope you are doing well. I have the PCN for the above referenced bridge replacement project in Cleveland County (over
Sandy Run Creek) and have a couple of questions. They are:
1. It looks like the 90 feet of stream impact are associated with fill/stream relocation? Sheet No. 4 of the plans
doesn't very clearly identify the reason for the impact.
2. It is not clear to me whether any bridge bents will be in the stream based on the drawing on Sheet No. 5 (water
surface elevation isn't clearly depicted).
3. The stream, which will be relocated to the ditchline, currently contains bedrock throughout the reach. Based on
the drawings, it appears that the proposed grade of the relocated stream will be approximately 6%. The
application indicates that the ditch will be lined with PSRM. DWQ is concerned that, based on this slope, matting
will not be adequate. Perhaps, based on the existing condition of the stream, a step pool system would be more
appropriate? Also, establishment of the new ditchline may be difficult due to the presence of bedrock. How
does NCDOT propose to address that issue or has it already been investigated?
FYI -The PCN indicates that the UT to Sandy Run is intermittent. The ACOE documentation appears to indicate that the
UT is perennial. Based on my field observations, DWQ would consider this stream perennial. This will only impact
NCDOT if further impacts, which exceed 150 linear feet, are proposed.
